RESOLUTION NO. 84-8 36
A RESOLUTION PROHIBITING T({E CONDUCT OF
CITY R09INES5 AT PRIVATE CLUBS THAT
ENGAGE TN DISCRIMINATORY MEMBERSHIP
PRACTICES.
WHEREAS, it has been a fundamental policy of the City of
Miami to act to combat discrimi-nation on account of race,
creed, color, national origin, sex, age, marital status, or
disability; and
WHEREAS, it is the purpose of this resolution to
prohibit the conduct of City business at the facilities of
private clubs which restrict, limit or bar membership or the
use of dining or recreational. facilities on a discriminatory
basis inasmuch as such operates to support entities engaged
in discriminatory practices, and thus constitutes an affront
to the public at large and works to the social and economic
disadvantaqe of those against whom discrimination has been
practiced;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. No City of Miami business shall be
conducted and no City funds shall be expended in connection
with any meeting held at any facility of a private club which
does not afford full membership rights and privileges or
accord use of dining and recreation facilities to any person
because of race, creed, color, national origin, sex, age,
marital status or disability.

Dear Mayor Ferre:
It is with humility that I accept your appointment to membership
on the City of Miami's Committee for Responsible Bonds for People
and Parks. I have a personal interest in this which I want to
recount to you.
After the Overtown riot the Domestic Concerns Committee of Temple
Israel invited Rev. Winston Rudolph to help them think through
what Temple Israel's role might be in making Overtown a better
place to live. Of the several ideas that percolated out, one in
particular struck me. It was the need to build bridges between
black and white youth in this community. From that idea came the
program "Hands Across Overtown", a bi-cultural 8 ,reek learning
experience between the Sunday school seniors at 1'•1t. Zion and
Temple Israel. It was patterned after the Hands Across the Campus
Program AJC developed that is being implemented in the Dade County
School system. I was priveledged to help develop both projects.
Thus, I accept your appointment in the spirit of Hands Across
Overtown. It furthers the mutual commitment made by Temple Israel,
Mt. Zion Baptist, and AJC to this community and especially to it's
youth.
I trust I will meet the expectations set for me by your appointment.

Model Directive to City Officials
Regarding' -City Business in Discriminatory Clubs
Private clubs that are discriminatory in their membership practices are
the last Ition of legalized bigotry in our nation. Because they are .
contraryto TIC spirit of'American democracy,
p i government ought not support
or grant respec\ality to such clubs. Therefore, ci officials are
directed not tot, attend or participate in any meeting or other
C!�'y
activity, the purpos of which is in any way related to ate business,
in any private establisaent or facility which does not in practice afford
full membership rights "idrivileges for reasons of race, religion, gender otL
or national origion. Clubs wh'ch have discriminatory membership policies
but permit attendance by non-memb s of the excluded groups are not excluded
from this directive.

Section 1. Policy. It has been a fundamental policy of the City of

Section 2. Purpose. To prohibit the conduct of city business at the
facilities of private clubs which restrict, limit or bar membership or the use of
dining or recreational facilities on a discriminatory basis inasmuch as such operates
_ to support entities e-igaged in discriminatory practices, and thus constitutes an
affront to the public at large and works to the social and economic disadvantage of
those who are discriminated against.
NOW THEREFORE, by the power vested in me as Mayor of the City of
( ), it is hereby ordered:
Section 3. Prohibition. No city business shall be conducted at and no
city funds shall be expended in connection with any meeting held at any facility of
a private club which does not afford full membership rights and privileges or
accord use of dining and recreation facilities, to any person because of race, creed,
color, national origin, sex, age, marital status, or disability.
Section 4. Effective Date. This Order shall take effect immediately.
