AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT, SUBJECT TO THE CITY
ATTORNEY'S APPROVAL AS TO FORM AND
CORRECTNESS, WITH P.A.C.E. TO IMPLEMENT
THE HEREIN ALLOCATIONS.
WHEREAS, the Big Orange Festival has been celebrated for the
past 6 years and has proven to be a succesful event enhancing the
quality of life in the City of Miami; and
WHEREAS, the City Commission has supported the Big Orange
Festival with grants for the past three years; and
WHEREAS, P.A.C.E. has requested a $25,000 cash grant from
the City of Miami to cover the cost of production for the 1985
Big Orange Festival in Bicentennial Park; and
WHEREAS, P.A.C.E. has also requested a $65,000 loan for
operating costs to be repaid from revenues generated by the
event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section l(a). The amount of $25,000 is hereby allocated
from Special Programs and Accounts, Quality of Life Fund, to the
Performing Arts for Community & Education, Inc. (P.A.C.E.) in
connection with the 1985 "Big Orange Festival" in the City of
Miami.
(b). The additional amount of $65,000 is hereby
allocated from the General Fund for operating costs, to be repaid
from revenues generated by the event, without a guarantee of
repayment from the Board of Directors of P.A.C.E.

P.A.C.E. from revenues generated
by the event, per the attached re-
solution."
The Big Orange Festival has been celebrated for the past six (6) years
and has proven to be a successful event enhancing the quality of life
in Miami. For the past three (3) years the City has supported the
event with $25,000 cash grants. Additionally, last year, the festival
was also awarded a $65,000 loan to be repaid by the organizers from
revenues generated by the event.
This near Performing Arts for Community and Education, Inc. (P.A.C.E.)
has requested the S25,000 cash errant, S50,000 for in -kind services,
and a $100,000 loan. The Department of Parks and recreation recom-
mends that P.I.C.E. be awarded a $25,000 cash grant and a $50,000 loan
to cover the cost of in -kind services, to be repaid from revenues
earned by the event. The full request is not being reccmmlended as
P.A.C.E. was linable to repav the amc)unt borrowed last year. Thev were
awarded a $65,000 loan, actual.ly borrowed $55,436 and repaid $27,958,
or aporoximately half of the total amount borrowed.
Monies for this grant award are available from Special Programs and
Accounts, Quality of Life Fund.

ENCLOSURES:
Attached is a cover memorandum and resolution prepared by Parks and
Recreation in connection with the 1985 "Big Orange Festival" to be
held durina February 1985. The Department of Parks and Recreation
is recommending that $25,000 be allocated as a grant to the
Performina Arts for Community Education, Inc. (P.A.C.F.) for the
Second Annual Miami Music and Heritage Fair, a two day musical
extravaganza to be held at Bicentennial Park. P.A.C.E. estimates
that approximately 50,000 people will attend this event. The overall
attendance at the "Big Orange Festival" is expected to be over
300,000. They are also recommending a $50,000 loan to cover in -kind
services to be repaid from revenues earned by this event. runds
are available from Special Programs and Accounts, Quality of Life
Fund.
P.A.C.E. will utilize the $25,000 grant during this summer to begin
promotion and implementation of the event as well as to seek corporate
sponsorship for the Fair. The $50,000 will not be utilized until
next fiscal year.
This item has been reviewed by our Department, and, if it meets with
your approval it may be placed on the July 30th agenda.
This allocation substantially complies with APM-1-84.
