TO EXECUTE AN AGREEMENT, SUBJECT TO THE
CITY ATTORNEYS APPROVAL, AS TO FORM AND
CORRECTNESS, WITH THE MIAMT DESIGN PLAZA
MERCHANTS ASSOCIATION (MT)PMA), IN
SUBSTANTIAL ACCORDANCE WITH TERMS AND
CONDITIONS SET FORTH IN THE ATTACHED
MEMORA14DUM OF AUGUST 5, 1983 FROM THE
DIRECTOR OF THE ECONOMIC DEVELOPMENT
DEPARTMENT, FOR THE PURPOSES OF MEETING
ADMINISTRATIVE EXPENSES ASSOCIATED WITH THE
OPERATION OF THE MDPMA AND FOR PROMOTING
THE ANNUAL EVENT "MIAMI MARKET DAYS"
(FORMERLY KNOWN AS "HIAMI MARKET WEEK"),
WITH FUNDS THEREFOR ALLOCATED IN AN AMOUNT
NOT TO EXCEED $48,000 FROM THE FISCAL YEAR
1983-84 SPECIAL PROGRAMS AND ACCOUNTS
CONTINGENT FUND.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the Miami Design Plaza is the third largest and
fastest growing design district of its type in the nation; and
WHEREAS, the Miami Design Plaza Merchants Association
(MDPMA) made a presentation at the June 9, 1983 City Commission
meeting in which they requested funding in the amount of $75,000
to promote the annual event, "Miami Market Days", and, upon
review of the proposal, and based on the limited funds available,
it is recommended that the MDPMA be funded at a level not to
exceed $48,000 for administrative expenses associated with
operating the MDPMA ($33,000) and for the promotion of "Miami
Market Days" ($15,000),
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Backcround
On June 9, 1983, the Xi.ami Design Plaza Merchants Association
(MDPMA) made a presentation before the City Commission requesting
funding in the amount of $75,000 for the purpose of sponsoring
the second annual event, "Miami Market Days" (formerly known as
"Miami Market week") from February 10 through 12th, 1984. (See
Attachment I - Proposal). This event drew more than 2,500 parti-
cipants last year. The main objective of the event is to promote
the Miami Design Plaza, the fastest growing and third Iarcest
district of its type in the nation, in both the national and
international markets.
On July 12, 1983, the City of Miami's Depart-ment of Economic
Development (DED) completed a preliminary review of the funding
request and in discussion with the %!DFY_A, the original budget
was reduced to $70,000 (Attachment II). At the same time, the
total budcet for the entire event was ccrrespondiraly revised from
$267,000 to $215,000 (Attachmment III) .
On July 26, 1983, the DED once acain met with the %1DP!^A tc discuss
the fundinc reccmmendation for this event. At this meetinc, the
DED and the MIDP�!A mutually agreed that what was vitally needed

the funding recommendation for this evert. At this meeting, the
DED and the :,,DPYA mutually agreed that what was vitally needed

was to have a full-time administrator to effectively operate the
MDPMA. At this time, the MDPMA is operated by its officers,
who are all full-time businesspersons and are not able to devote
sufficient time to the day-to-day affairs of the MDPMA.
This need for an administrative office is also based on the fact
that now, more than ever, the MDPMA must be very active in uniting
the merchants and property owners of the area. In the next year,
a major $120 million design center complex will be constructed
in Dania, Florida. It is anticipated that this canter will not
only compete for customers that currently patronize the Miami
Design Plaza, but will also be very active in attempting to attract
businesses from Miami to relocate to the Dania center.
It should be noted that last year, the City provided funding in
the amount of $35,000 for this event, with the monies coming_ from
the Special Programs and Accounts -Contingent Fund.
Analysis
As to the amount of funding that should be provided to the MDPMA,
we recommend that $33,000 be provided to the M.DPMA for the admini-
stration, including the hiring of an Executive Director, of the
day-to-day affairs of the Association. We would require that the
MDPMA match this $33,000 on a dollar -to -dollar basis (including
in -kind services) which would mean that at least $66,000 would be
available for administatton. The administrative staff would have
such duties as conducting MDPMA meetings, producing newsletters,
initiating fund raising campaigns, and coordinating "Miami Market
Days".
In addition, we have reviewed the funding request for "Miami Market
Days" and recommend a revised budget of $15,000, a 79% reduction
from the MDPMA's original funding request for "Miami Market Days"
(a line -item analysis of our recommendation is presented in Attach-
ment IV).
We feel that the City's funds would best be utilized to meet expenses
associated with the direct marketing of this event. It is essential
that advertisements be placed in leading publications to ensure that
"Miami Market Days" is properly promoted to the design trade. As a
result, we recommend to fund in full, the amount requested for ad
placements, but cannot recommend funding for mailings and brochures,
artwork and posters, nor for the printing of the directory.

Recommendation
We recommend that $48,000 be provided to the MDPMA for the purposes
of administration ($33,000) of the Association's affairs and for
the promotion of the second annual "Miami Market Days" ($15,000).
These funds would be provided from the DED's 1982-83 General Fund
budget, since there is currently a savings of at least this amount
in the salary line -item and other cost categories.
The City of Miami is very proud of its Der ig-nPlaza and has always
been committed to foster the continued expansion of the industry.
It should be noted that besides this $48,000 grant, the City in
the upcoming months will be placing new signage in the area (approxi-
mate cost is $20,000), has contracted with a consultant to conduct
an urban design plan (cost of $4,500) and will be embarking on a
proposed $500,000 Highway Improvement and Beautification Program
(1983-84 Capital Improvement Program).
We feel that all of these projects combined will ensure that this
District continues its success as one of the premiere design
centers in the world. Also, all of these efforts will hopefully
provide the District with a competitive edge over the design center
that will be constructed in Dania, Florida.
Finally, the City will not be able to execute this contract until
it receives 1,000 copies of last year's directory. The M.DMPA is
currently in litigation with the consultant that was hired to
conduct last year's event. Since payment for the directories is
one of the items that is being disputed, the City has not been
able to receive copies of the directory.

funds vns the Department of Economic Development's FV82-83 General
Fund Account end we were nenring the end of the fiscal year, we
requested In n memorandum dated August 31, 1983, (See Exhibit 1) that
the Department of Finance encumber these funds.
On September 16, 1983, our Department received a memorandum from the
Department of Management and Budget (DNB) indicating that in order to
insure that the $48,000 would be available for this item, funds from
several of our department'a accounts had been transferred and placed
In o budget reserve account (See Exhibit 2).
In the meantime, due to circumstances beyond our control, this agenda
Item was not taken up at the September 7, 1983 City Commission
meeting, but instead was discussed at the October 25, 1983 meeting
(See Exhibit 3 for copy of agenda -item Ro.66). At this meeting, the
item was unanimously approved by the City Commission through the
passing of Resolution NO.83-934 (See Exhibit 4).
Since i,,, took the €iDPMA until April, 1984 to complete the process for
selecting a professional management firm to administer its daily
operation, our department was not able to initiate the process of
executing the required purchase order and contractual agreement until
just recently. In this process, we discovered that despite the fact
that we had not been advised by either the Department of Finance or
the DMB of any problems associated with our request to encumber the
subject funds, the funds were no longer available to us.

new Design Center in Dania, it is imperative that we take as many
positive steps as possible to strengthen our Miami Design District.
There is no doubt that funding the 11DPMA for the purpose of hiring a
full-time manager for its daily operation is one of the strongest
measures that; the City of Miami can take to ensure that the area has
the leadership needed to face the future.
