Mr. Arthur Noriega, City Manager, is submitting a Comprehensive Plan
Amendment and companion rezoning application, for the Property described above. This
letter serves as the Letter of Intent for ePlan Applications described above. The requested
Comprehensive Plan Amendment seeks to designate the Property Public Parks and
Recreation and companion rezoning designation of Civic Space.

The Property is currently divided into a vacant open area and a portion leased to
a third party with a surface lot. The Property is bounded to the West by a City of Miami
Fire Station, to the South a Historically registered City Cemetery, to the North for a portion
by a private school, and a portion of the North and East a religious institution. The
Property is owned by the City of Miami. In order to comply with Miami Comprehensive
Neighborhood Plan Parks, Recreation and Open Space Policy 2.1.1 which established a
no -net -loss policy, this Property was selected as a parcel of land to be rezoned as a public
park in connection with an application by the City of Miami to amend the Miami
Comprehensive Neighborhood Plan and Rezone Miami 21 for the property located at
1401 NW 37th Avenue, that is seeking to rezone approximately 20.777 acres from Public
Parks and Recreation and Civic Space in connection with a lease to Miami Freedom Park,
LLC, PZ-20-6114 and PZ-20-6123. For a full analysis to this Miami Comprehensive
