AN ORDINANCE AMENDING THE ZONING ATLAS OF
ORDINANCE NO. 9500, THE ZONING ORDINANCE OF
THE CITY OF MIAMI, FLORIDA, BY CHANGING THE
ZONING CLASSIFICATION OF "VIZCAYA", LOCATED
AT APPROXIMATELY 3251 SOUTH MIAMI AVENUE AND
50 SOUTHWEST 32ND ROAD (MORE PARTICULARLY
DESCRIBED HEREIN), FROM RS-2/2 (ONE FAMILY
DETACHED RESIDENTIAL) TO GU (GOVERNMENTAL
USE); MAKING FINDINGS; AND BY MAKING ALL THE
NECESSARY CHANGES ON PAGE NO. 44 OF SAID
_ ZONING ATLAS MADE A PART OF SAID ORDINANCE
9500, BY REFERENCE AND DESCRIPTION IN ARTICLE
3, SECTION 300, THEREOF; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of May 16, 1984, Item No. 3, following an advertised hearing,
adopted Resolution No. PAB-38-84, by a 6 to 0 vote, RECOMMENDING
APPROVAL of a change of zoning classification as hereinafter set
forth; and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this change of zoning classification as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Zoning Atlas of Ordinance No. 9500, the
Zoning Ordinance of the City of Miami, Florida, is hereby amended
by changing the zoning classification of approximately 3251 South
Miami Avenue and 50 Southwest 32nd Road, (being Vizcaya, Museum
of Science, Historical Museum, Space Transit Planetarium, and
related building and grounds), more particularly described as
Tracts 1 and 2, and the northeasterly 600 feet of Tract 3, and
that portion of Tract 4 northeasterly of a line 1524.68 feet
southerly of and parallel with the southerly boundary of SE 32nd
Road and northerly of the south bank of the Entrance Channel to
Lagoon, of the plat of VIZCAYA, as recorded in Plat Book 34 at
Page 46, of the Public Records of Dade County, Florida, less the
property shown on the Plat of TRACT 1-Y VIZCAYA, as recorded in
Plat Book 80 at Page 16, of the Public Records of Dade County,
Florida, from RS-2/2 (One Family Detached Residential) to GU
(Governmental Use). The complete legal description as per metes
and bounds is on file with the Planning and Zoning Boards
Administration Department and shall be as much a part of the
ordinance as if said description were set forth and fully
described herein.
Section 2. Hereby finding that this zoning classifica-
tion change is:
(a) Compatible with the surrounding neighborhood;
(b) Not in conflict with planning for the area;
(c) Readibly accessible;
(d) Not adverse in impact to the surrounding neighborhoods;
(e) Will be compatible with scale of adjacent properties;
(f) Will be aesthetically designed; and
(g) Provides an essential service to the community.
Section 3. Page No. 44 of the Zoning Atlas made a part
of Ordinance No. 9500 by reference and description in Article 3,
Section 300 of said Ordinance, is hereby amended to reflect the
changes made necessary by these amendments.
Section 4. All ordinances, code sections, all parts
thereof in conflict herewith are hereby repealed insofar as they
are in conflict.
Section 5. Should any part or provision of this Ordi-
nance be declared by a court of competent jurisdiction to be
invalid, the same shall not affect the validity of the ordinance
as a whole.

REQUEST To rezone Vizcaya, Museum of Science, Space
Transit Planetarium and Dace County Offices from
RS-2/2 One Family Detached to GU Governmental
Use.
BACKGROUND In October 1982 the Metro Dade County Parks and
Recreation Department initiated a similar
application, which was approved 4-3 by the PAB,
but denied by the City Commission by virtue of
the expiration of the 90 day time limitation for
action. This site is also being recommended as a
Heritage Conservation District, in a separate
action.
ANALYSIS The RS-2/2 zoning as applied to Vizcaya and
related structures no longer conforms to the
activities on the site. Metropolitan Dade County
intends to continue to augment Vizcaya for the
public convenience as a tourist attraction.
While the Historical Museum will be relocated to
the Cultural Center in Downtown Government
Center, the Museum of Science, Space Transit
Planetarium and Dade County Parks and Recreation
Administrative Offices will continue to occupy
the site north of South Bayshore Drive.
The traffic to the site, the numbers of visitors
and- the employment on site and the corresponding
concessions go considerably beyond single family
uses. Rezoning to GU will remove this inherent
conflict and additionally, allow the Planning
Advisory Board to recommend, and the Commission
to approve major additions or new uses on site.
Separately, Heritage Conservation designation is
being recommended for the same site which would
allow the Heritage Conservation Board to review
all proposed changes to the exterior of the
buildings.
