DENIAL. There is no need or justification for duplex
zo nin g in this single-family area. The existing land use
along the street is entirely single-family except for
coupl a of non -conforming duplexes. Al though .duplex zani'ng ,.
exists to the east the proposal would be an intrusion into,-,

Gentlemen:
Our law firm represents Raul Suarez-Murias,
Victoria Suarez-Murias, Teobaldo Grimal and Lucy Grimal,
the owners of the Property (hereinafter referred to as the
"Owners") . .
• The Owners purchased the Property in May of 1983
intending to build two single-family residences thereon, and
paid a purchase price which reflected this intent. The
zoning ordinance in effect at the time of purchase permitted
the foregoing use of the Property.
Shortly thereafter, Zoning Ordinance 9500 became
effective. Its effect is to significantly restrict the
permitted use of the Property to the point where development,
based on the land acquisition cost, is not feasible.
There is a compatible use of the Property which
would be consistent and in harmony with existing uses within
the applicable zoning boundary and with the character and
integrity of the neighborhood. This intended use will best

serve the rental housing shortage needs of the residents of
the City of Miami and will be in keeping with the objectives
for development set forth by our city planners. The Owners
wish to build a two-family duplex dwelling on the Property.
There are several existing structures which appear to be duplexes
located within the same zone as the Property. Moreover, the
rear boundary line of the Property is adjacent to a zone
designated as RG-1/3.
For the foregoing reasons, the Owners request that
the zoning designation of the Property be changed from RS-2/2
to RG-1/3. ,
