AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 9534, ADOPTED DECEMBER 9, 1982,
THE EXISTING CAPITAL IMPROVEMENT APPROPRIATIONS
ORDINANCE, AS AMENDED; BY APPROPRIATING FROM
THE 1981 FIREFIGHTING, FIRE PREVENTION AND
RESCUE FACILITIES BOND FUND ANTICIPATED BOND
SALES AN AMOUNT OF $1,267,000 TO ITEM III.B.S.
COMPUTER AIDED DISPATCH SYSTEM; CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No.. 9534
on December 9, 1982, establishing resources and appropriations for
the implementation of Capital Improvements in the City of Miami,
Florida; and
WHEREAS, the Department of Fire, Rescue and Inspection
Services finds it necessary to increase funding of the Computer
Aided Dispatch System Project in the amount of $1,267,000 to
cover its share ($2,500,000) of anticipated purchase cost
($7;104,0'0b) of a turnkey City-wide 800 MHz Communications System
with associated options, said funds being from the 1981 Firefighting,
Fire Prevention and Rescue Facilities General Obligation Bond
Funds; and
WHEREAS, the following Ordinances and Resolutions of
the City of Miami speak to the holding of election, issuance,
passage, and subsequent revisions to maturities of 1981 Firefighting,
Fire Prevention and Rescue Facilities Bonds: Resolution No. 81-729,
Ordinance No. 9295, Ordinance No. 9296, Resolution No. 81-776,
Resolution No. 81-1020, Ordinance No. 9406, Resolution No. 82-304;
and
WHEREAS, the projects identified in the 1981 Firefighting,
Fire Prevention and Rescue Facilities Bond were approved by
referendum, appropriated by the City Commission and the referendum
has been validated through the court system, meeting all legal
prerequisites; and
WHEREAS, the passage of this Ordinance is considered
to be an emergency measure on the grounds of urgent public need
for the preservation of peace, health, safety, and property of
the City of Miami, and upon the further ground of the necessity
to appropriate sufficient funds for the procurement of a turnkey
City-wide 800 MHz Communication System and associated options so
that a contractual agreement can be entered, as required;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9534, adopted
December 9, 1982, is hereby amended in the following particulars: 1/
"Section 1. The following appropriations hereby
made by fund and project title include previously
authorized projects and fund appropriations for
implementation of all municipal capital improve-
ments of the City of Miami, Florida. The sources
of revenues to support the herein appropriations
are hereby identified by fund and project:

Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
= remaining provisions of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further ground of the necessity of
appropriate sufficient funds for the procurement of a turnkey
City-wide 800 MHz Communication System and associated options
so that a contractual agreement can be entered, as required.
Section S. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

It is recommended that the attached emergency
ordinance amending the existing Capital
Improvement Appropriations Ordinance, as
amended, be approved appropriating $1,267,000
to the Computer Aided Dispatch System Project
from the 1981 Firefighting, Fire Prevention
and Rescue Facilities Bond Fund Anticipated
Bond Sales.
It is necessary to provide additional funding in the amount of
$1,267,000 to cover the Department of Fire, Rescue and Inspection
Services' portion of purchasing a turnkey City-wide 800 MHz Communi-
cation System with associated options.
The new City-wide Communications System and associated radio equip-
ment will replace the City's existing 30 year old radio communica-
tions system and will greatly improve fire -rescue communications
in high rise buildings as well as improve intermodulation problems
overall.
Total cost of the 800 MHz Communications System is $7,100,000 of
which $2,500,000 will be borne by the Department of Fire, Rescue
and Inspection Services from 1981 Firefighting, Fire Prevention
and Rescue Facilities Bond Funds.
The fire and local government aspects of the new communications
system are expected to be operational within 12 months of award
of contract.
