AN EMERGENCY ORDINANCE AMENDING SECTIONS
1 AND 6 OF ORDINANCE NO. 9684 ADOPTED
SEPTEMBER 29, 1983, THE ANNUAL APPROPRI-
ATIONS ORDINANCE FOR THE FISCAL YEAR _
ENDING SEPTEMBER 30, 1984, AS AMENDED, BY
_ INCREASING THE APPROPRIATION FOR THE
ENTERPRISE FUND, IN THE AMOUNT OF $290,000
FOR ORANGE BOWL STADIUM AND BY INCREASING
ENTERPRISE FUND REVENUE IN THE SAME AMOUNT
FROM ADDITIONAL REVENUES EARNED IN FISCAL
_ YEAR 1983-84 FOR THE PURPOSE OF MAKING
CERTAIN ORANGE BOWL STADIUM IMPROVEMENTS,
CONSTRUCTING A PRACTICE FIELD FOR THE
UNITED STATES FOOTBALL LEAGUE TEAM, PAYING
FOR INCREASES IN WATER USAGE, AND INCREASING
FUNDING FOR EVENT STAFFING AND CONTRACTURAL -
CLEANING AND CROWD CONTROL SERVICES; CONTAIN- _
ING A REPEALER PROVISION; AND A SEVERABILITY
CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9684 on
September 29, 1983, establishing revenues and appropriations for
the City of Miami, Florida, for the fiscal year ending September 30,
1984; and
WHEREAS, additional maintenance and improvements to the Orange
Bowl Stadium are necessary costing $64,000 in the Intergovernmental
Services -Property Maintenance account; and
WHEREAS, the City's agreement with the United States Football
League permits the League's Miami team to practice on City property;
and
WHEREAS, the site most likely to be selected by the new Miami
U.S.F.L. team is one of the Orange Bowl Stadium's north parking lots;
and
WHEREAS, the cost is preparing said practice field is estimated
at $100,000; and
WHEREAS, the new practice site will benefit not only the U.S.F.L.,
but the City will be able to provide additional field facilities
other than the Orange Bowl Stadium's playing field when professional
and university visiting teams need to practice and for the Orange
t. -
Bowl Committee to use for some of its preliminary rehersals; and
WHEREAS, the cost of water at the Orange Bowl Stadium is
projected to be $6,000 over the amount budgeted for Fiscal Year
1983-84 due to increased watering of the playing field and increased
events; and
WHEREAS, an additional $56,000 will be required to pay for
personnel, primarily police, to staff Orange Bowl Stadium events in
the remainder of Fiscal Year 1983-84; and
WHEREAS, an additional $64,000 will be required to pay for
cleaning, security guard, and ushering services required at the
Orange Bowl Stadium in the remainder of Fiscal Year 1983-84; and
WHEREAS, Orange Bowl Stadium revenues through the end of Fiscal
Year 1981-82 are projected to exceed Orange Bowl Stadium adopted
- .revenues by over $330,000 due to a large increase in concession
revenue and to increased rental revenues from highly successful
events such as the "Motorspectacular" and the "Police" concert; and
WHEREAS, funds in the amount of $290,000 from these additional
revenues generated by the Orange Bowl Stadium during Fiscal Year
1983-84 are available and can be allocated for the aforementioned
purpose;
NOW THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Sections 1 and 6 of Ordinance No. 9684, adopted
September 29, 1983, the annual appropriations ordinance for the
fiscal year ending September 30, 1984, as amended, is hereby further
amended in the following particulars: 1/
"Section 1. The following appropriations are
made for the municipal operations of the City
of Miami, Florida, for the fiscal year 1983-84,
including the payment of principal and interest
on all General Obligation Bonds:
1/ Words and/or figures stricken through shall be deleted. Under-
scored words and/or figures constitute the amendment proposed.
The remaining provisions are now in effect and remain unchanged.
Asterisks indicate omitted and unchanged material. All figures
are rounded to the next dollar.

Section 2. The herein appropriation of $290,000 for the Orange
Bowl Stadium is for the purpose of making certain Orange Bowl Stadium
improvements, of constructing a practice field on an Orange Bowl
Stadium parking lot, of paying for increases in water usage, and of
increasing funding for event staffing and contractural services. The
revenue needed to accomplish the aforementioned is derived from ad-
ditional revenues earned by the Orange Bowl Stadium in Fiscal Year
1981-82 in excess of adopted revenues.
Section 3. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.

Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of
peace, health, safety, and property of the City of Miami, and upon
the further grounds of the necessity to make the required and neces-
sary payments to its employees and officers, payment or its contracts,
payment of interest and principal on its debts, necessary and required
purchases of goods and supplies, and to generally carry on the func-
tions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

The Office of Stadiums recommends
the adoption of an emergency ordinance
to increase Orange Bowl Stadium appro-
priations in the amount of $290,000
from additional revenues earned in
Fiscal Year 1983-84 for the purpose of
performing needed maintenance and im-
provements, of constructing a practice
field for the U.S.F.L. team, of paying
for increases in water usage, and of
increasing funding for event staffing
and contractural cleaning and crowd
control services.
Orange Bowl Stadium revenues for Fiscal Year 1983-84 are projected
to exceed adopted revenues by $330,000 due primarily to increases
in concession revenues at football games and to the success of
— events such as the "Motorspectacular" and the "Police" and Julio
Iglesias concerts.
The Orange Bowl Stadium's Intergovernmental Services -Property
Maintenance account needs to be increased by $64,000 for making
press box improvements, refurbishing a wheelchair spectator platform,
renovating the Gate 5 ticket office, doing extensive painting of the
facility and to prepare the facility for the upcoming football
seasons.
The City's agreement with the United States Football League permits
the League's Miami team to practice on City property. The site most
likely to be chosen is in the Orange Bowl Stadium's North 2 and
Recreational Vehicle parking lots. The City will maintain the prac-
tice field and the City will be reimbursed by the League's team for
the direct costs of field maintenance. The City will be able to use
the field when visiting teams required a site for their workouts and

for some of the Orange Bowl Committee's preliminary rehearsals.
To have the field ready for the League's training camp, the project
will have to commence in the Summer of 1984. The total cost of the
project is estimated at $115,000 of which $100,000 would have to be
expended in Fiscal Year 1983-84. A companion resolution has been
prepared regarding the construction of this practice field.
Water usage at the Orange Bowl Stadium has increased due to increased
watering of the field and to additional events. The cost of water
is projected to exceed the amount budgeted by $6,000.
An additional $56,000 will be required for event staffing at Orange
Bowl Stadium events in the remainder of Fiscal Year 1983-84. This
is primarily due to increases in the amount of police and private
security needed for football games. An additional $64,000 will be
required to pay for cleaning, security and ushering services required
in the remainder of Fiscal Year 1983-84.
