AN EMERGENCY ORDINANCE ESTABLISHING TWO
NEW SPECIAL REVENUE FUNDS ENTITLED:
"OFFICE OF INTERGOVERNMENTAL LIAISON (FY
'85)" AND "MIAMI JOB DEVELOPMENT PROGRAM
(FY '85)11, APPROPRIATING FUNDS FOR THEIR
OPERATION IN THE AMOUNTS OF $57,000 AND
$783,750 RESPECTIVELY FROM THE UNITED
STATES DEPARTMENT OF LABOR, AND
AUTHORIZING THE CITY MANAGER TO ACCEPT
THE GRANT AWARDS FROM THE UNITED STATES
DEPARTMENT OF LABOR AND TO ENTER INTO THE
NECESSARY CONTRACT(S) AND/OR AGREEMENT(S)
WITH THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM TO ACCEPT THE GRANTS;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami adopted Resolution No. 84-62 on
January 19, 1984, authorizing the City Manager to re-enter into a
Consortium Agreement with the governments of Dade and Monroe
counties and the cities of Hialeah and Miami Beach; and
WHEREAS the City of Miami is an integral member of the South
Florida Employment and Training Consortium and needs to be
involved in the activities of said Consortium; and
WHEREAS, the South Florida Employment and Training
Consortium has allocated $57,000 to the City of Miami for the
purpose of continuing the funding for liaison services with the
Consortium from July 1, 1984 through June 30, 1985;
WHEREAS, the United States Government passed the Job Training
Partnership Act (Public Law 97-300) on October 13, 1982 with the
purpose to establish programs to prepare youth and unskilled
adults for entry into the labor force and to afford job training
to those economically disadvantaaed individualc and nthar
individuals facing serious barriers to employment, who are in
special need of such training to obtain productive employment;
and
WHEREAS, the City of Miami will make arrangements with local
employers to place 200 participants into on-the-job training with
the City of Miami providing one-half of the participants' salary
- for an average training period of eight weeks; and
WHEREAS, participating employers must agree to retain the
participant upon completion of his/her on-the-job training;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI,FLORIDA:
Section i. The following Special Revenue Funds are hereby
established and resources are hereby appropriated as described
herein:

Section 2. The City Manager is hereby authorized to accept
the grants as set forth in the preamble to this ordinance and to
enter into the necessary contract(s) and/or agreement(s) to
accept these grants.
Section 3. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 5.- This ordinance is hereby declared to be an —
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and _
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section b. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

It is recommended that the City Commission
adopt an Appropriation Ordinance to contin-
ue to operate the Office of Intergovernmen-
tal Liaison with the South Florida Employ-
ment and Training Consortium ($57,000) and a
Miami Job Development Program ($783,750) for
the period July 1, 1984 through June 30, 1985
with funding allocated by said Consortium un-
der the Job Training Partnership Act; per the
attached Resolution.
On January 19, 1984 through Resolution No. 84-62 the City Manager
was authorized to re-enter into a Consortium Agreement with the
counties of Dade and Monroe and the cities of Hialeah and Miami
Beach. The Offices of Intergovernmental Liaisons provide the in-
volvement needed in the Consortium by each member jurisdiction.
The City will continue its liaison services from July 1, 1984
through June 30, 1985 with $57,000 provided by the Consortium.
The liaison activities covered by this grant are handled by the
Department of Human Resources.
The Consortium will also allocate funding for the same period to
operate a Miami Job Development Program. This program will de-
velop jobs with local employers for economically disadvantaged
individuals to receive on-the-job training (OJT). The Department
of Human Resources has determined that OJT is the most effective
training activity under the guidelines of the Job Training Part-
nership Act (JTPA) that has replaced CETA.
The Miami Job Development Program will make 200 job placements.
Employers will receive a partial wage reimbursement while the
participants are in OJT. Training will last an average of eight
weeks. Participating employers agree to retain program partici-
pants upon successful completion of on-the-job training.
Although we have applied for $783,750, we anticipate that actual
funding will be substantially less.
