The City Attorney is hereby instructed to draft an ordinance proposing a Charter amendment incorporating the following concepts: a. The City of Miami form of government is to be known as the "Executive Mayor -Manager." form of government. b. The individual serving as full-time Executive Mayor shall be elected every two years. C. The City Manager shall be the Chief Executive and Operating Officer with professional experience of no fewer than five years in a comparable governmental position, e.g., city or county manager or assistant city or county manager. If the professional exper iunce has been gained in the private sector, the lcilnt:h of e-xp(1r•iunce must be no less than five years as defined by tht-� st�indard:, of the American Management Association or other <,rilt I(: entity. d. The Manager is to t)e <lp1301 ri',ed by and is to serve at the pleasure of the Mayer, but the Mayor's appointment of the Manager must be ratified by a majority of the Commission. e. To the extent possible and consistent with these guidelines, the functions of the Mayor shall be defined as those currently ascribed in the City Charter and Code to CITY COMMISSION MEETING OF JUL 31 1984 the City Manager, and all appropriate substitutions of the word "Mayor" for the word "Manager" are to be made in said Charter and Code. f. The. Commission is to be expanded from five to nine members, five of which are to be elected from specified distri.ct:s and four of wh.i_rh are t.n he elecf:ed at large. The President of thn Commission is to serve on a full-time basis, but the remai.n.ina members of the Commission may serve either Fuli time or part time, at the choice of (ach CommiSSi.one r, imrnedi_ately upon election and for the term to which each has been elected. Compensation will vary depending upon whether a Commissioner chooses to serve full time or part time. h. The Commission shall set the salaries and compensation of the Mayor, the President of the Commission, and the Manager at the time each fiscal -year budget is approved. The Mayor's salary will not exceed one hundred -ten percent (1100) of the salary of the chief executive officer of Metropolitan Dade County. The Manager's salary will not exceed that: of the Mayor.
