WHEREAS, City of Miami Charter Section 53(c) allows for
"Unified Development Projects" (UDP) where an interest in real
property is ovTned or is t-(-) be acquired !:)y the City and is to be
used for tt)e de-velopinent of i.mp. ove_melits; and
WHEREAS, on June 14, 1984, by Resolution 84-666, the City
Commission determined that development of the vacant City -owned
historic building, (former Fire Station No. 4) located at 1000
South Miami Avenue, and its surrounding parcel of property, would
best be accomplished using the UDP process; and
WHEREAS, Section 53(c) of the City Charter requires that the
City Commission hold a public hearing to consider the contents of
the Request for Proposals (RFP); and
WH1REA, Section 53(c) further authorizes, at the conclusion

Section 1. The City Manager is hereby authorized to

proposal and render a written evaluation of same to the City
Manager, including any minority opinions:

Fire Station No. 4 has been designated by the City of Miami as a
Heritage Conservation Zoning District. The station is listed in
the National Register of Historic Places, enabling a developer to
receive a 25 percent investment tart credit on rehabilitation
costs.
Under the UDP process a review committ:.ee is established by the
City commi^ssion t() make rec0m-mcndattion c, to the City Manager
regarding proposersqualifications and Experience. It is
recommended that the revieG•P committee be composed of 9 members:
5 members of the public and 4 members which are City officials or
employees. Attached i.s a list of recommended individuals to
participate cn this r.ormi utce.
The proposed evaluation eritcria and order of ranking to be used
by the Review Commit.tcc a7 follows:

Thank you for your interest in the planning and design, construction, lease
and management of the adaptive reuse of a historic building, Fire Station No.
4. located at 1400 South Miami Avenue. Enclosed is the City of Miami's
Request. for Proposal (RFP) that details the project-',.-, goals and proposal

All proposals must_ meet the major objective that calls for the preservation of
the former fi rc station through an appropriate rouse that will contribute U

cultural adaptive reuse of this historic building including the surrounding
property will meet: our development objective.

warrant a second stage review, as well as the right to reject all proposals.

Heritage Conservation Zoning District:. The station is listed in the
National Register of Historic Places, enabling a developer to receive
a 25 perccnt: investment tax credit on rehabilitation costs.

A certified public accounting firm sciccted by the City
Commission at the public hearing will specifically evaluate the
financial visibility or the proposed developrlent team and their
proposed financing strategies, and will assess comparatively the
short and long range economic and fiscal return to the City.

City Manager for his recommendation to the City Commission.

balustrade. The noin entrance is located in the central bay

When the building was originally constructed, a round arched
garage door was located in each wing on the east facade. In
1955, these garage doors were altered. The north door was
slightly enlarged and changed from a round arch to a
rectangular opening to accoanodate larger- fire trucks. It

down, filled in with glass block, and also topped with a
plain lintel.
The building's original windows were wood frame double rung
sash with Wal ve-over-twelve lights and plain cement. ;ills.

The fire station is decorated t.:ed with quoins on both corners of
each wing and with a de^p channel molded cornice under th6
eaves.
In 1956, a 1 argc one story, one, bay garage was added to the
north facade of the building. This addition was enlarged to
include a second bay in 1968. The addition is topped with a
flat parapet roof, and the ends of the building are
decorated with quoins. Although the addition is large in
scale, it respects the architectural integrity of the main
building.
Other minor changes to the fire station include the
alteration of sot r;indo openings on the south (rear)
facade of the Wilding and a small one story kitchen
addition, also, on the rear.

C. Historical Information
Although Miami's Fire Department had its beginnings in 1899
with a fnrc_c of five volunteers, the first fire station was
not built until 1907. Additional stations were added in
1915 find 1919 ar the City expanded, and Firc Station No. 4
was compl el,rd in 1.03. This b"i 1 di ng was tho first; of
several stations construr.ted An-inr t:hc boon years of the
1920' s as the City responded to t'.he i rcrcaa s i ng demand for
City services. Fire Station No. 11, however, is the oldest
of these early stations to survivc. Al tho+rgh the building
was enlarged at t;•so different tines during its history, it
was finally abandoned by the Fire Department in 1980.
Fire Station No. 4 is an excellent example of Piedi terraneari
_ Revival style architecture, and the application of this
style to a fire station attests to its broad local
popularity. Although this building is one of several City
fire stations constructcTd with Mediterranean details, it is
the most; outstanding of the remaining stations.

Miami City Cmmnii ssi on as a historic site on June 15, 1983,

9. Contract Terms
Section IX provides numerous contract terms that the proposer
must incorporate when making a proposal. Proposers must
provide specific sriggostnd clauses for inclusion into the
lease with the City.
The eventual contract: negotiated bctwnen the successful
proposer and the City may incorporate any other terms,
conditions and benefits for the City that the City, in its
judgement, may seek to include by way of negotiation.
10. Timetable
1 Respondents should submit a schedule delineating their
proposed development schedule. Development should commence
within six months from the transfer of the land to the
developer through the lease agreement. A reversion clause
will be included within the lease agreement bet.Ween the City
and the developer to insure reasonable compliance Faith the
proposed implementation schedule.
The timetable for completion of the proposed construction
_ will be considered as a factor in the evaluation of
proposals. All proposed development must be bonded 1. insure
completion v.,,ithin the specified time period.
