WHEREAS, Eduardo and Gustavo Rozas, promoters, have expressed interest
in using the Manuel Artime Community ceni:er Auditorium on an extended basis to
produce a series of Hi sp�lnic theatrical productions; and
WHEREAS. thr, tlanucl Artime Community Center Auditorium is currently
underutilized; and
WHEREAS, an extended use agreement for said purposes could be beneficial
to the City of Miami and its residents;
FLORIDA:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
Section 1. The City ffanager is hereby authorized to negotiate an
extended use agreement with Eduardo and Gustavo Rozas for the use of the Manuel
Artime Conmuni ty Center Auditorium.
Section 2. The negotiated agreement will be presented to the City
Commission for approval prior to execution and is subject to the amendment of
applicable code provisions.

It is recommended that the City Commission approve
in principle the negotiation of an extended use
agreement with Eduardo and Gustavo Was for the
use of the Manuel A}time Community Center audi-
torium to stage ongoing theatre productions to
begin around September, 1984. it: is further
recommended that the City Commission approve on
first reading an ordinance airrending Section 38-8
of the City Code, to reflect: the name change of the
Little Havana Community Center to Manuel Artime
Community Center and authorizing the City
Commission to establish special charges for the
use of the facility per, the attached resolution
and ordinance.

Presently. the Ki;nuei Ari,ilniC Co,`muni'f_y CC Acr Auditorium is under-utilized lized due to
the inadequacy of the facility for cultural ev nts. Local performing arts groups
have to spend at least S600 per performance to use the auditorium just to bring in
a minimum sound and light system, as the Center~ does not have any theatre equipment.
Consequently, these groups have sought out: and mound more adequate facilities,
which is evidenced by the limited number of cultural events held at the Community
Center.
The Center's auditorium is presently used on an average of ten drys per month,
mostly for religious, civic, and educational programs. The Department currently
coordinates a weekly film series and a monthly concert/dance for the neighborhood.
Both of these events are free to the public.

Section 38--8 of the City Code authorizes the City to collect a use fee for the
facility (SIOO minimum for first. four hours; $50 each additional hour or 10% of
ticket sales, whichever is rareater). The City collects an average of $700/month
in use fees. Ourinq tie �.riar-sr of a year, the City Commission grants an average
of ten fee waivers for- 1.11- iisr of the Center's auditorium, mostly to civic organi-
zations.
Average attendance at the limited cultural events held at the Center are three to
four hundred people. Attendance at the religious events averages three hundred -
people; civic: and educational programs have an attendance from two to six hundred
people.
In view of the pot:cntial revenue as well as the cultural activity that could be
generated from the proposed theatre productions, we are requesting authorization
from the City ComnI scion to discuss conditions of use with the promoters of this
event, with t:he possi hi l i ty of arriving at a one-year use agreement that a,oul d be
in the Ci t:y's and cc>llmuni ty' s best interest. In addition to revenue, the promoters
have indicated their willinnness t:o provide a number of free tickets to area resi-
dents, in order that the current level of free activity available at tale Center
will be maint:ained if not incrReased. Additionally, we intend to reservc at: least
two days per week for other coilITIMnity uses. It is anticipated that the current
level of events could be acconmlodntcd during the --se tt^:o days per week.
