WHEREAS, the City's agreement with the United States
Football League (USFL.) grants the USFL the right to use a
City -owned facility for team practice; and
WHEREAS, said agreement requires the Office of Stadiums
to maintain said practice field comparable to other
professional football league practice fields; and
WHEREAS, the USFI. team will reimburse the City for the
direct costs of prnetice field ma-intenance; and
WHEREAS, za suitable site for the pr<,ct ice Field would be

WHEREAS, the estimated cost of constructing a practice
field which can be maintained to professional standards is
$115, 000; and

WHERFAS, funds for this pro ,jert wi11 be provided in a
companion emergency npproprinl_i.ons ordinance which
appropriates $100,000 of add it_iona.l revenues earned by the
Orange Bowl. Stadium in Fiar.al Year 1983-84 and the; remaining
funds to complete the project wilI come from the Orange Bowl
Stadium's Fiscal Year 1984-85 operating budget; and
WHEREAS, the City Manager has made a written finding
supported by the above reasons that emergency action is
required on the part of the City in order to accomplish this
pro ject;
NOW, THEREFORE, BE II RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The construction of a football practice
field on it(-, North 2 and Recreational Vehicle Parking Lots of
the Orange, Bo+.,l 5t��si.iu�;� f0i- the purpose of tneet ing the City's
contractual with the, United St_atce; Footh;ill League
(USFL) to provide a prart ice site is hereby aut tiol1 re- 1

and approved by an affirmative vote of four -fifths of the
members of the City Commission.

The Office of Sta,iiums has had _ rev�.,_ral di 5cu._,s ions with
U.S.F.L. Coach Howard Schnellenherger_ concerning the
building of a practice field on the R.V. and 14-2 parking
lot at the OrancTe Bowl..
Coach Schnell enborcier has indicated that the Orange Bowl
site is his primary choice.
The City's agreement with the U.S.F.L., paragraph 2(b)
provides:
A. Gives the U.S.F.L. the right to use a football
field in a City owned facility for, team prac-
tices and workouts for a period deemed accept-
able by the U.S.F.L.
B. The Office of Stadiums must. Ina intain the prac-
tice field. cc mpi rable to other pro football
league practice fields durii-c the practice period.

The Office of Stadiums had projected starting this project
from surplus funds of the FY 83-84 budget with the balance
of funds being budgeted in FY 84-85.

be given in tiic' construction of an on -Orange Bcwl grounds
practice field:
1. That sufficient land for the practice site be pro-
vided out of the R.V. and N-2 parking lots.
(Exhibit B).
2. That the use of 6th Street between 14th and 16th
Avenues and 15th Avenue between 6th and 7th Streets
be restricted to accommodate recreational vehicle
season parking during Orange Bowl events. (Exhibit B).
3. That season football parking customers in N-2 be
relocated to our new lot W-4 season parking lot.
(Exhibit B).
4. That the Office: of Stadiums can provide the funds
for this project in IFY 83-84 by an appropriations
