in order to clarify certain aspects already discussed in the City of x.
Mias►i 1984 budget, and in order to obtain answers from a technical
point of view I would like a study in the following ten issues so that
we can establ sh in general terms a review of the fiscal policies for
the present conditions of the earnings and expenditures of the residents
of the City of Miami:
1) A comparative study of the fringe benefits and salaries during the
last five years of the City Officials, earning more than fifty thousand
dollars annually with other cities of similar population and their re-
speetiv* public salaries.
8) A salary scale in the different categories and the rules and regulations
established for the different promotions.
3) An evaluative study of each department of the City of Miami and their
division, illustrating the asigned budget during the last five years, in
comparison with the increases now being proposed, specially in the areas
of personal service, operational expenditures and capital outlay.
4) A summary of the evaluations done by the administration of each City
Department, illustrating their achievements and shortcomings for fiscal
year 1984.
5) A report on the recommendations to avoid the continuing floodings in
the Cityy and what impact it would reflect in the up -coming fiscal year
1984-1955 Budget.

of Miami according to their needs provided that, Police Department,
rare Department, Garbage and Trash Colleeti.on as well as the street
cleaning are essential services.
