Dawkins REFERENCES 12 City Commissioner ENCLOSURES The citizens of the City of Miami voted on a bond issue for the building of two police substations, one in Liberty City and one in Little Havana. Five million dollars was voted for each substation, for a total of ten million dollars. Please have for me, at the next regular commission meeting, a plan to isolate and have ready the ten million dollars for the two police sub- stations. As stated by Ms. Range at the last commission meeting, bond issues voted on have a way of not being carried out as voted. Since the rumor has it that you won't be around after 1985 and since I may not be re-elected either in 1985, I want to ensure that this money earmarked for the police substations is escrowed and not touched for anything other than these police substations. If, once the architectural work has been completed, the bids have been accepted, and the furniture and equipment have been purchased, there is a surplus of monies, then and only then can that surplus be spent for other things.
