ORDINANCE - SECOND READING Setting forth a Proposed Charter Amendment known as _wChafter men ment go. t e su matte to t e electorate at a s ec a municipal election on ovem er sai2 amendment of the ity Charter to provide Tor the creation of an Executive Mayor Form of Government for the My of Miami and a in ng qua l ificat ons , unctions and compensation of the Mayor, Commission and Chief Executive Officer (CEO); expanding the Commission from five to nine members, five of which are to be elected on the basis of single -member districts and four of which are to be elected at large, and defining the qualifications, responsi- bilities, and compensation of said Commission, which shall select its own Chairman; establishing a Boundaries Committee which shall be impanelled January 1, 1986 to determine the original districts, and which committee shall be reimpanelled again immediately after the official results of each Federal decennial census to redefine such districts; repealing all charter sections or parts thereof in conflict; containing an effective date of August 1, 1987, except for the provisions dealing with the Boundaries Committee, which shall become effective January 1, 1986, and containing a severability clause. kA A voq IFAURICE A. ORDINANCE - FIRST READING AuthoMlng the issuance, subject to the election herein provided, of 145 000.000 Housing and Redevelopment on s for ommunit e eve o ment and/or e7 to ization ro ects in Me- ity of Miami, for the -purpose of paying the cost, in certain areor of the City, of land acquisition, residential and business relocation, demolition, site and infrastructure improvements, construction and modernization of public facilities, financial assistance for the construction of low and moderate income housing, economic development, historic preservation, and the construction of replacement housing for the residentially displaced, and providing for the levy and collection of ad valorem taxes to pay such bonds. 3.
