RESOLUTION NO. 84--1033
A RESOLUTION RATIFYING, BY A FOUR -FIFTHS
(4/5) AFFIRMATIVE VOTE OF THE CITY COMMIS-
SION, THE CITY MANAGER'S ACCEPTANCE ON AN
EMERGENCY BASIS OF THE BID OF H & D GRAPHICS,
INC. FOR PRINTING 50,000 COPIES OF
"MIAMI - THE STATE OF THE CITY - 1984" AT A
COST NOT TO EXCEED $12,023, WITH FUNDS
THEREFOR ALLOCATED FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND.
WHEREAS, MIAMI - THE STATE OF THE CITY (entitled MIAMI - ITS
GOVERNMENT in past years) has established itself as a major
publication of the City of Miami with a tradition of four-color,
award -winning quality; and
WHEREAS, the City Commission plans to distribute this report
listing the achievements of Fiscal Year 1983-84 to the community
during the State -of -City address by Mayor Maurice A. Ferre on
October 12, 1984; and
WHEREAS, informing the residents of Miami of the manner in
which their tax dollars are being utilized to provide a high
level of efficient, timely, and effective community services
through the immediate procurement of the MIAMI - THE STATE OF THE
CITY - 1984 report is essential to the welfare of the City; and
WHEREAS, the printing costs for MIAMI - THE STATE OF THE
CITY - 1984 exceed the $4,500 limitation, requiring a waiver of
the formal competitive bid process; and
WHEREAS, on August 15, 1984, the City Manager authorized the
solicitation of printing bids contingent upon the approval of the
City Commission, and this has been done insofar as practicable=
and
WHEREAS, the City Manager has made a written finding that an
emergency need existed for the immediate procurement of the
herein printing services by the below -named vendor=

NON, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDAs
Section 1. The findings and recitals contained in the
preamble of this resolution are hereby adopted by reference as 6
part of this section and are hereby ratified by an affirmative
two-thirds (2/3) vote of the City Commission.
Section 2. The City Manager's acceptance on an emergency
basis of the bid of H & D Graphics, Inc for printing 5,000 copies
of "MIAMI - THE STATE OF THE CITY - 198401 is hereby ratified
at a cost not to exceed $12,023 with funds therefor hereby
allocated from Special Programs and Accounts, Contingent Fund.

It is recommended that the attached resolution be adopted for the
purpose of funding the 1984 edition of Miami's Government.
Before the September 13th Commission meeting, the City of Miami's
Purchasing Office will advertise for bids to print 5,000 copies
of this document at a cost not to exceed $10,700.
Miami's Government is usually distributed by Mayor Ferre to
business and civic leaders at the Annual State of the City
Adress, which this year will be on October 12th.
