A RESOLUTION ALLOCATING $677,979 OF FY
1984-85 FEDERAL REVENUE SHARING FUNDS TO
SOCIAL SERVICE AGENCIES LISTED HEREIN FOR THE
PERIOD FROM OCTOBER 1, 1984 THROUGH SEPTEM-
BER 30, 1985, SUBJECT TO THE ADOPTION OF THE
ANNUAL APPROPRIATIONS ORDINANCE FOR FY
1984-851 FURTHER AUTHORIZING THE CITY MANAGER
TO ENTER INTO AGREEMENTS WITH THE AFORE-
MENTIONED AGENCIES.
WHEREAS, the City Commission has indicated its intent to
support certain social service programs providing service to
residents of the City of Miami through an allocation of Federal
Revenue Sharing funds; and
WHEREAS, the City Commission established the following
priorities for the allocation of Federal Revenue Sharing funds to
social service projects: 1) addressing the needs of the hungry;
2) taking care of the sick; and 3) related support services in
connection with 1) and 2); and
WHEREAS, an allocation of $677,979 is needed to provide
Federal Revenue Sharing funds to social service agencies to
continue providing services in accordance with the priorities
established by the City Commission for the period October 1,
1984-September 30, 1985;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. An amount of $677,979 from FY 1984-85 Federal
Revenue Sharing funds is hereby allocated to those agencies
listed herein for the period October 1, 1984 through September
30, 1985, in accordance with the service priorities established
by the City Commission:

Section 2. The herein stated allocation is conditioned
upon the adoption of the annual appropriations ordinance for FY
1984-85.
Section 3. The City Manager is hereby authorized to
enter into agreements with the aforementioned agencies to
implement their respective social service programs, subject to
the conditions and limitations contained herein.

It is recommended that the City Com-
mission adopt a resolution allocating
$724,915 of FY 1984-85 Federal Revenue
Sharing funds, for the period October 1,
1984 through September 30, 1985, to
currently funded agencies providing so-
cial services that address the City's
priorities.
At the meeting of July 30, 1984, the City Commission reaffirmed its
policy that the City's priorities in allocating FY 1984-85 Federal
Revenue Sharing funds to social service projects would be:
1) Addressing the needs of the hungry.
2) Taking care of the sick.
3) Related support services in connection with 1) and 2).
Therefore, it is recommended that the currently funded FRS agencies
providing services which meet the City's priorities be funded at the
FY 1983-84 level. Other proposals would be considered at a later
date,
We expect that $925,515 will be available for social service projects
in 1984-85. If the currently funded FRS agencies are continued,
$724,915 of the available total would be allocated. Therefore, $200,600
would be available for other projects.
The currently funded agencies and their respective funding levels that
provide food, medical and related services are:

Allocating funds to these agencies at this time will permit them
to operate at maximum effectiveness, rather than on a temporary
basis as occurs when 1/12 allocations are made.
The attached resolution allocates $724,915 to the aforementioned
agencies pending adoption of the annual appropriations ordinance
for FY 1984-85.
It should be noted that eight agencies which received FY 1983-84
Federal Revenue Sharing funds and/or Contingent funds would not be
continued after September 30, 1984. These agencies do not meet
the City's priorities. Further, if these were refunded, $585,917
would be required, which is $384,921 more than the available total
allocation of $925,515. The agencies affected and the amounts re-
quired to maintain funding for a twelve month period are:

Unless additional funds are allocated either through F.R.S. or
another source, we reconaaend allocating 1/12 of the amounts above
to provide for an orderly close out of the projects operated by these
agencies.

This is to express my full support to the network of services
Aspira of Florida, Inc. provides to the disadvantaged youth of
the City of Miami.
Asvira's committed efforts to instill self - confidence in these
adolescents and to motivate and guide them through the critical
high school years and onto college are to be commended. The
community perspective they are able to contribute to addressing
the needs of our youth is instrumental if we are ever to succeed
in ridding our streets of youth gangs and keeping our cities safe
and wholesome places to live.
I hope to end and lend my support to Aspira at the Budget
Hearings eptember 13th If for any reason I cannot appear,
