HomeMy WebLinkAboutR-84-1011J-BG 612 RESOLUTION NO. �► A RESOLUTION TO AMEND THE CONTRACT AGREEMENT WITH THE LITTLE HAVANA DEVELOPMENT AUTHORITY, INC. (LHDA), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO INCREASE THE AMOUNT OF FUNDS PROVIDED UNDER THE 10TH YEAR COMMUNTIY DEVELOPMENT BLOCK GRANT FROM $37,750 TO $50jO00 FOR THE PURPOSE OF AUGMENTING THE CONTRACTOR'S OPERATION TO PROVIDE SPECIFIC ECONOMIC DEVELOPMENT SERVICES TO THE LATIN QUARTER AREA OF LITTLE HAVANA. WHEREAS, the City is commoitted to economic development and the expansion of trade and commerce; and WHEREAS, the City Commission passed Resolution No. 84-868 authorizing the City Manager to execute individual contracts With the neighborhood economic development organizations for the implementation of a 10th year Community Development Block Grant program; and WHEREAS, the development of the Latin Quarter Project has been and will continue to be the major economic development objective of the Little Havana Development Authority, Inc. (LHDA); and WHEREAS, LHDA has requested additional funds to help augment its staff in order to expand the scope of its services for the Latin Quarter neighborhood; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIANI, FLORIDA: Section 1. The City Manager is hereby authorized to amend the contract agreement with the Little Havana Development Authority, Inc. (LHDA) to increase the amount of funds providod under the 10th year Community Development $look Groat 5 ' Neighborhood Economic Development Program, from $37,750 to $50,000 for the purpose of augmenting LHDA's operations to provide economic development services to the Latin Quarter area of Little Havana. (LHDA), in a form acceptable to the City Attorney, to increase the amount of funds provided under the 10th year Community Development Block Grant, from $37,750 to $50,000, for the purpose of augmenting the contractor's operation to provide economic development services to the Latin Quarter area of Little Havana; funds to be provided from the 10th year Community Development Block Grant Program." At the July 31, 1984 City Commission meeting, the City Commission adopted Resolution No. 84-868 authorizing you to enter into individual contract agreements with the neighborhood economic development organizations for the implementation of a 10th year Community Development Bloch Grant program. The Little Havana Development Authority, Inca (LHDA) was one of the ten community based organizations which entered into a contract with the City to provide economic development services to the community. Th13 organization's primary area of responsibility is the Latin Quarter neighborhood within Little Havana; specifically, the Latin Quarter Development Project which is intended to revitalize a specific area of Little Havana. A A The development of the Latin Quarter Project has been and will continue to be the major economic development objective of LHDA. To continue delivering support services and assistance on the redevelopment plan, LHDA has requested additional funds to help augment its staff in order to expand the scope of its services for the Latin Quarter neighborhood. The additional funds, which will come from the 10th year Community Development Block Grant Program, will allow LHDA to add one staff member. This will facilitate the provision of such services as the production of a commercial business directory for the Latin Quarter, the development of the Little Havana Nations Marketplace and the coordination and development of a plan for a commercial park project for the area. Therefore, I am recommending that this organization be granted an increase in funding to enable LHDA to properly address the needs of the Little Havana Latin Quarter neighborhood. CG/EB/ju Attachments An Amendment to a contract agreement dated , 1984 between the City of Miami, hereinafter referred to as the "CITY" and the LITTLE HAVANA DEVELOPMENT AUTHORITY, INC., hereinafter referred to as the "CONTRACTOR". WHEREAS, the City Commission passed Resolution No. 84-868 on July 31, 1984 for the provision of services for economic development; and WHEREAS, the CONTRACTOR entered into a contract with the City of Miami to provide economic development services in the Little Havana area; and WHEREAS, the Latin Quarter is conceived as a distinctive Latin district with a potential to become a major international tourist attraction.; and WHEREAS, the Latin Quarter development objective requires additional and specialized services from the CONTRACTOR. THEREFORE, in mutual consideration of the covenants made herein and in the agreement of which this is an amendment, the parties hereto understand and agree as follows: That the Agreement between the parties above stated, is hereby amended to increase the amount of funds provided under the 10th year Community Development Block Grant (CDBG) Neighborhood Economic Development Program, from $37,750 to $50,000 for the purpose of augmenting the CONTRACTOR'S operations to provide economic development services to the Latin Quarter area of Little Havana. It is further understood that all the terms and conditions outlined under the original agreement and all subsequent amendments thereto will remain in full force and effect without modification. 61 Ili WITNESS WHEREOF, the parties hereto have caused this amendment to be executed by the respective officials therefore duly authorized.
