AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION AFTER A DULY ADVERTISED PUBLIC
HEARING, RATIFYING THE CITY MANAGER'S FINDING
OF SOLE SOURCE; WAIVING THE REQUIREMENT FOR
COMPETITIVE SEALED BIDS AND APPROVING THE
PURCHASE OF ONE (1) JAMPACK SOFTWARE SYSTEM
AND LICENSE, ON A CONTRACT BASIS FOR ONE (1)
YEAR, RENEWABLE ANNUALLY, FROM SOFTWARE
CLEARING HOUSE, INC., THE ONLY LICENSED
MARKETING AGENT AND SOLE SUPPLIER, FOR THE
DEPARTMENT OF COMPUTERS AT A TOTAL PROPOSED
FIRST YEAR COST OF $8,000.00 AND $800.00 EACH
YEAR THEREAFTER FOR LICENSE MAINTENANCE FEES;
ALLOCATING FUNDS THEREFOR FROM THE 1983-84
OPERATING BUDGET OF THAT DEPARTMENT;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
PURCHASING AGENT TO ISSUE A PURCHASE ORDER
FOR THESE MATERIALS, SUBJECT TO THE
AVAILABILITY OF FUNDS.
WHEREAS, the Department of Computers is responsible for
providing effective Mainframe Computer operations, support and
equipment to all City departments, particularly to the
Departments of Police and Fire, Rescue and Inspection Services,
for the welfare and safety of the citizens of Miami.; and
WHEREAS, the optimum operation of the Burroughs B7900
Computer requires efficient and precise disk storage management;
and
WHEREAS, the Department of Computers has located the
only software package developed for Burroughs Large Systems
Users, JAMPACK Software, which effectively provides more disk
storage space, with greater maneuverability and less chance of
parity errors; and
WHEREAS, the supplier, Software Clearing House, Inc.,
has been determined to be the only licensed marketing agent for
said systems; and
WHEREAS, the supplier has offered both systems and
complete installation training, conversion and license
maintenance at discounted fees; and
WHEREAS, the JAMPACK Software Systems will be used by
the Department of Computers to provide additional anti :so

WHEREAS, funds for this purchase are available in the
1983-84 Operating Budget ; and
WHEREAS, the Chief Procurement Officer has made a
written finding that Software Clearing House, Inc., is the sole
supplier of the specified materials and that pricing offered to
the City is both reasonable and favorable; and
WHEREAS, the finding of the Chief Procurement Officer
have been approved and adopted as the findings of the City
Manager; and
WHEREAS, the City's intent to make this herein sole
source award has been properly advertised and publicly heard; and
WHEREAS, the City Manager and the Director of the
Department of Computers recommend that the requirement for formal
competitive sealed bids be waived and that the purchase from
Software Clearing House, Inc. as the sole source be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. By an affirmative four -fifths (4%5ths) vote
of the Members of the City Commission, after a duly advertised
public hearing, the City Manager's written finding that Software
Clearing House, Inc., is the Sole Source of Supply for the
furnishing of one (1) JAMPACK Software System and License, on a
contract basis for one (1) year renewable annually, to the
Department of Computers, is hereby ratified.
Section 2. That the requirement for formal competitive
sealed bids for furnishing One (1) JAMPACK Software System and
License is hereby waived, and the purchase of these herein
materials from Software Clearing House, Inc. on a contract basis
renewable annually, at a total proposed first year cost of
$8,000.00, and $800.00 each year thereafter for License
Maintenance Fees, is hereby approved with funds therefor hereby
allocated from the 1983-84 Operating Budget of the Department of
Computers.

The Department of Computers has been evaluating methods of
reducing the cost of providing more disk space for the Burroughs
BT900 computers.
The Burroughs Large System MCP allocates space on packs in
variable sized areas. This effect is known as *cheekerboarding•.
Even though there is such more available space than is needed on
a pack, the space is distributed in small chunks, therefore, as
much as 10 percent of a pack is left available in order to avoid
the severe operational consequences of "SECTORS REQUIRED" hangs
(space not large enough for manipulation of data).
The current method for allocating additional space on a disk is
to copy everything on a family to tape, re -initialize the family,
and copy all the files back - while hoping not to get parity
errors. This can be a very time consuming and expensive process.

JAMPACK specifically for Burroughs Large System users which
virtually eliminates the "SECTORS REQUIRED" hangs problem.
JAMPACK increases the effective size of a pack, by reducing the
impact of checkerboarding. By routinely scheduling a full squash
using JAMPACK, the wastage of space on a pack can be out in half.
The definition of a squash is the moving of all available space
into one contiguous area at the end of a pack.
This software package is distributed through Software Clearing
House, the only licensed marketing agent. Therefore , it is not
practical or advantageous to the City for this department to use
competitive bidding methods to obtain this software package.
The cost of the JAMPACK software is $8,000 for the initial
license fee and an annual charge of $800 for the license renewal
after the first year. The perpetual license fee shall begin
thirty (30)days after the beginning of the perpetual term after
successful installation.
Funds are available in FY '83-84 operating budget.
The above findings are hereby approved and adopted as the
findings of the undersigned.
