HomeMy WebLinkAboutR-84-0990J-84-877 9/10/84 rr/O57/0-8 RESOLUTION NO.84 -390 A RESOLUTION AUTHORIZING THE CITY MANAGER TO PUBLISH REQUEST FOR PROPOSALS (RFP) FOR QUALIFIED PROFESSIONAL CONSULTANTS TO PREPARE A REPORT, STUDY AND ANALYSIS ON THE ECONOMIC FEASIBILITY OF PRIVATE PICKUP OF TRASH AND GARBAGE WITHIN THE CITY OF MIAMI AND ALLOCATING AN AMOUNT NOT TO EXCEED $50,O0O FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, TO FUND SUCH CONSULTANT SERVICES; DIRECTING THE CITY MANAGER TO INCLUDE A REQUIREMENT IN THE RFP THAT THE STUDY CONTAIN A COMPARATIVE COST ANALYSIS FOR ALL PICKUP METHODS OF TRASH AND GARBAGE, INCLUDING CURBSIDE, BACKYARD AND PRIVATE COLLECTION OF TRASH AND GARBAGE WHICH LATTER ANALYSIS SHALL CONTAIN A PROPOSED FORM OF REQUEST FOR PROPOSALS FOR PRIVATE COLLECTION TO BE USED BY THE CITY IF THE CONSULTANT'S REPORT AND RECOMMENDATIONS INDICATE THAT SUCH MEASURE WOULD BE A VIABLE OPTION; FURTHER DIRECTING THE CITY MANAGER TO PRESENT A RECOMMENDATION TO THE COMMISSION FOR ITS SELECTION OF A CONSULTANT FIRM BY THE FIRST COMMISSION MEETING IN OCTOBER, 1984 WITH THE REPORT AND STUDY 10 BE SUBMITTED 60 DAYS THEREAFTER AND PROVIDING THAT IF THE CONSULTANT'S REPORT AND RECOMMENDATIONS INDICATE THAT SUCH PRIVATE COLLECTION MEASURE WOULD BE A VIABLE OPTION THEN THE CITY MANAGER SHALL PREPARE AND PUBLISH A REQUEST FOR PROPOSALS FOR PRIVATE TRASH AND GARBAGE COLLECTION BY THE SECOND COMMISSION MEETING IN OCTOBER, 1984 AND INCLUDE IN THE PRIVATE COLLECTION REQUEST FOR PROPOSALS A REQUIREMENT THAT PROPOSERS PROVIDE ALTERNATIVE QUOTATIONS FOR CURBSIDE AND/OR BACKYARD PICKUP AND A PRIVATE QUOTATION FOR THE TAKEOVER OF CITY EQUIPMENT AND/OR THE RETENTION FOR ONE YEAR OF CITY EMPLOYEES WITH CIVIL SERVICE STATUS AS EMPLOYEES OF PROPOSERS; DIRECTING THE CITY MANAGER TO MAKE A RECOMMENDATION TO THE COMMISSION FOR THE SELECTION OF A PRIVATE COLLECTION COMPANY BY THE FIRST COMMISSION MEETING IN FEBRUARY 1, 1985. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1 (a) The City Manager is hereby authorized to prepare a Request For Proposals (RFP) for qualified professional consultants to prepare a report, study and SEP Is p analysis on the economic feasibility of private pickup of trash and garbage within the City of Miami with funds therefor in an amount not to exceed $50,000 hereby allocated from Special Programs and Accounts, Contingent Fund. (b) The City Manager is hereby directed to include a requirement in the above RFP that the study contain a comparative cost analysis for all methods of pickup of trash and garbage including a cost analysis of curbside, backyard and private collection of trash and garbage which latter analysis shall include a proposed form of Request For Proposals for private collection to be used by the City if the consultant's report and recommendations indicate that such measure would be a viable option. (c) The City Manager is hereby further directed to make a recommendation to the Commission of a firm to prepare such report, study and analysis by the first Commission meeting in October, 1984 with the report., study and analysis to be submitted 60 days thereafter. Section 2 (a) The City Manager is hereby authorized to prepare a Request For Proposals for private trash and/or garbage pickup by the second Commission meeting in October, 1984 provided that the consultant's report and recommendations indicate that such a method would be a viable option. (b) The City Manager is hereby further directed to include in the private collection Request For Proposals a requirement that the proposers provide alterative quotations for curbaide and backyard pickup, and a private quotation for the takeover of City equipment and/or the retention by the proposers of City employees with civil service status for one year as employees of the proposers. (c) The City Manager is hereby directed to make s recommendation of a private collection company to the Commission by the first Commission meeting in February, PASSED AND ADOPTED this 13 b day Of _Sint er 1984.
