A RESOLUTION APPROVING, IN PRINCIPLE, THE
RESOLUTION OF THE V HEMISPHERIC CONGRESS
OF LATIN CHAMBERS OF COMMERCE AND
INDUSTRY, A TOTAL OF 25 NATIONS FROM
LATIN AMERICA AND THE CARIBBEAN,
RECOMMENDING TO THE PERTINENT
ORGANIZATIONS THE RE-ESTABLISHMENT, ON A
PERMANENT BASIS, OF THE CONCEPT "TRADE
FAIR OF THE AMERICAS", AS THE MOST
PLAUSIBLE STEP ORIENTED TOWARD THE
PROMOTION OF TRADE AND COMMERCE AMONG THE
NATIONS OF THE CONTINENT, SPECIFICALLY
SPEAKING, THE PROMOTION OF EXPORTS FROM
LATIN AMERICAN AND CARIBBEAN NATIONS TO
U.S. AND CANADIAN MARKETS`' WITH THE
OBJECTIVE OF IMPROVING THE PRESENT
FINANCIAL CRISIS EXPERIMENTED BY THE
NATIONS OF THE AFOREMENTIONED REGIONS, A
CRISIS INDUCED BY A FOREIGN DEBT WHICH IN
THE LONG TERM THREATENS THE STABILITY OF
THE WORLD FINANCIAL MARKETS AND THE
ECONOMIC SYSTEMS OF THE FREE NATIONS ON
EARTH;,,;,DIRECTING THE CITY CLERK TO SEND
COPIES OF THE HEREIN RESOLUTION TO
CERTAIN DESIGNATED OFFICIALS,
WHEREAS, supply and demand factors related to the flow
of capital from the international capital markets --both lonq
term and short term --have created, during the past few years,
an imbalance and disequilibrium in the aforementioned markets
which have resulted in a large foreign debt by the borrowing
countries of Latin America and the Caribbean; and
WHEREAS, a strong U.S. dollar, due to lower interest
rates and lower inflation, constitutes an incentive for U. S.
domestic firms to import from the Latin American and
Cariibean markets; and
WHEREAS, the liquidity conditions presently experienced
by the economies of most nations from Latin America and the
Caribbean demonstrate the need to actively pursue commercial
avenues to generate the needed currency and revenues to
alleviate the pressures exerted by the existence of a strong
foreign debt;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The resolution of the V Hemispheric
Congress of Latin Chambers of Commerce and Industry, a total
of ZS nations from Latin America and the Caribbean,
recommending to the pertinent organizations the
re-establishment, on a permanent basis, of the concept "Trade
Fair of the Americas", as the most plausible step oriented
toward the promotion of trade and commerce among the nations
of the continent, specifically speaking, the promotion of
exports from the Latin American and Caribbean nations to U.S.
and Canadian markets with the objective of improving the
present financial crisis induced by a foreign debt which in
the long term threatens the stability of the world financial
markets and the economic systems of the free nations on earth
is hereby approved in principle
Section Z. The City Clerk is hereby directed to send
copies of this resolution to the followinq;
