ORDINANCE NO. 9884
AN E14ERGENCY ORDINANCE AMENDING SECTIONS 1 AND 6 OF
ORDINANCE NO. 9684, ADOPTED SEPTEMBER 29, 1983, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING
SEPTEMBER 30, 1984, AS AMENDED BY INCREASING GENERAL FUND
REVENUES/MISCELLANEOUS IN THE AMOUNT OF $800,000, BY
DECREASING FY'84 APPROPRIATIONS FOR THE FIRE RESCUE AND
INSPECTION SERVICES DEPARTMENT - $250,000, THE POLICE
DEPARTMENT - $350,000, THE SOLID WASTE DEPARTMENT -
$200,000, AND BY INCREASING THE FY-84 APPROPRIATIONS FOR THE
COMPUTER DEPARTMENT - $100,000, THE CITY CLERK'S OFFICE -
$100,000, THE PUBLIC WORKS DEPARTMENT - $100,000, AND
SPECIAL PROGRAMS AND ACCOUNTS - $1,300,000 FOR THE PU SE o
OF FUNDING FY'84 ESTIMATED OPERATING DEFICITS; CONTAIN
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9684 oo"Septowber•29,
1983, establishing revenues and appropriations for the City of Miami lorida,
for the fiscal year ending September 30, 1984; and
WHEREAS, certain City departments have generated budgetary savings from
their FY'84 operations; and
WHEREAS, other City departments will end the fiscal year with budgetary
deficits as a result of unanticipated increases in their operating costs; and
WHEREAS, these departments are listed below:

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Sections 1 and 6 of Ordinance No. 9684 adopted September 29,
19830 the Annual Appropriations Ordinance for fiscal year ending September 30,
1984, is hereby amended in the following particular: 1/
"Section 1. The following appropriations are made for the
municipal operations .of the City of Miami, Florida, for the
fiscal year 1983-84, including the payment of principal and
interest on all General Obligation Bonds:

Section 2. The herein appropriation of $1,300,000 to Special Programs and
Accounts, $100,000 to the Computer Department, $100,000 to the City Clerk's
Office, and $100,000 to the Public Works Department is for the purpose of
funding FY'84 estimated operating deficits. Revenue in a like amount is
available from an additional $800,000 in miscellaneous revenue and by decreasing
appropriations for the Fire, Rescue and Inspection Services Department -
$250,000, the Police Department - $350,000, and the Solid Waste Department -
$200,000
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clduse, phrase, or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety,
and property of the City of Miami, and upon the further grounds of the necessity
to make the required and necessary payments to its employees and officers,
payment or its contracts, payment of interest and principal on its debts,
necessary and required purchases of goods and supplies, and to generally carry
on the functions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two separate days
is hereby dispensed with by a vote of not less than four -fifths of the members
of the Commission.

SUBJECT: Amendment to Annual
Appropriation Ordinance

ENCLOSURES:
It is recommended that the City Commission approve the
attached emergency ordinance increasing General Fund
Revenues/Miscellaneous in the amount of $800,000, decreasing
FY'84 appropriations for the Fire Rescue and Inspection
Services Department - $250,000, the Police Department -
$350,000, the Solid Waste Department - $200,000 and by
increasing the FY'84 appropriations for the Computer
Department - $100,000, the City Clerk's Office - $100,000,
the Public Works Department - $100,000, and Special Programs
and Accounts - $1,300,000 for the purpose of funding FY'84
estimated operating deficits.
The Department of Management and Budget prepares a monthly comparative
projection of revenues and expenditures by fund to identify and correct any
potential budgetary problems which could arise during the current fiscal year.
The most recent projection identified the following departments in the General
Fund ending the year with budgetary deficits due to unanticipated increases in
their operating costs. Per generally accepted accounting principles these
projected deficits should be eliminated through an appropriation of funds as
required. The elimination of projected deficits improves the effeciency of the
City's financial management system, prevents the notation of such deficits in
the annual management letter prepared by the external auditors, and facilitates
the maintenance of the City's favorable bond rating.
