INTER -OFFICE MEMORANDUM

City Manager s
sUDJECT: Agenda Item
FROM: REFERENCES:
Carlos E. Garcia
Director of Fi nan ENCLOSURES:
It is recommended that the attached
Emergency Ordinance establishing a
Special Assessment Fund in the amount
of $2,000,000 for the purpose of
recording assessment lien activity
for FY-84 and each ensuing fiscal
year, revenue will be equal to the
estimated cash collection of assess-
ment liens and transferred to the
General Obligation Debt Service Fund
to provide an additional resource for
the repayment of maturing principal
and interest on outstanding general
obligation bond issues approved by
the 'City Commission, be passed.
The City bills property owners whose properties abut certain
highway, sewer and sidewalk improvements, a portion of the cost of
_ such improvements. These billings become special assessment liens
and are collected over a ten year period. Annual collections for
this concept amount to approximately $2,000,000.
These revenues have been recorded in the General Obligation Debt
Service Fund in the past.
The Government Finance Officers Association has recommended that a
separate fund be created to account for collections. Balances
available in this Special Assessment Fund will then be transferred
to the General Obligation Debt Service Fund to partially pay the
debt service cost of the bonds issued to construct the related
capital projects.
The establishment of this fund is in compliance with generally
accepted accounting principles for municipalities, and has the
concurrence of the City's external Auditors.
