CITY OF MIAMI. FLORIDA
INTER -OFFICE MEMORANDUM
GATE: August 17, 1984 ""`
SUBJECT` Agenda Item

ENCLOSURES:
It is recommended that the attached
Ordinance amending the Capital Im-
provement Ordinance by converting
outstanding loans to transfers, re-
ceiving funds from closed grants in
trust agency funds and reducing appro-
priation for the downtown component of
Metrorail to the Phase I commitment,
be passed.
Over the past several years the City has borrowed money from
the Capital Improvement fund to fund both the Convention
Center and several parking garage studies.
It was anticipated that loans would be repaid, however it is
now apparent that the financial status of these projects
necessitates the conversion of these loans to transfers.
This ordinance accomplishes that but it should be noted that
no cash is being transferred to these projects since that was
done upon passage of the original loans.
Secondly, there are many grants that have expired, been
audited, and all claims settled in which there remains cash
balances. This ordinance authorizes the closing of these
accounts and the transfer of the cash to the Capital Improve-
ment Fund.
Thirdly, the amount appropriated for the City contribution
for the Downtown component of Metrorail (People Mover) is
reduced to the City's commitment for Phase I. This amount
has already been paid.
Phase II amounts, ($8.1 million), will be appropriated and
'paid out of future revenues• as required.
