AN EMERGENCY ORDINANCE AMENDING SECTION
53-161 OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, WHICH CREATED A
SCHEDULE OF FEES FOR THE USE OF THE MIAMI
CONVENTION CENTER AND PARKING GARAGE BY
CHANGING THE RATE SCHEDULE FOR THE USE
AND OCCUPANCY OF AND THE SERVICES
FURNISHED OR TO BE FURNISHED IN
CONNECTION WITH THE MIAMI CONVENTION
CENTER AND PARKING GARAGE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the City of Miami has covenanted in the Trust
Indenture securing the Convention Center and Parking Garage
Revenue Bonds in Article V, Section 501, that a Consultant
will be appointed to prepare and submit a recommenced
schedule of rents, rates, fees and charges for the use and
occupancy of and for the services furnished or to be
furnished in connection with the Miami Convention
Center and Parking Garage, effective October 1, 1984; and
WHEREAS, from discussions wish the Bond Trustees and
Bond Counsel it has been determined that Facility Management
Group, Inc. contracted managers of the Miami Convention
Center, and the Department of Off -Street Parking, managers of
the Miami Convention Center Parking Garage, fulfill the
requirements for the Consultants outlined in Article V,
Section 501 of the Bond Trust Indenture; and
WHEREAS, the firm of Facility Management Group, Inc. and
the Department of Off -Street Parking, as Consultants, did
perform research and complete a schedule of rents, rates,
fees and charges for the use or occupancy of and for the
services furnished or to be furnished in connection with the
Miami Convention Center and Parking Garage which are found to
be acceptable and reflected in the herein Ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. Section 53-161 of ARTICLE V of the Code of
the City of Miami, Florida, as amended, is hereby further
amended in the following particulars:)

53-161. Schedule of fees.
The schedule of rents, rates fees and charges for the
use or occupancy of and for the services furnished or to
be furnished in convention with the Miami Convention
Center of the City of Miami/University of Miami, James
L. Knight International Center, also known as the "Miami
Convention Center", is established as follows:

the number of subsequent events.

Section 2. All ordinances or parts of ordinances in
conflict herewith, insofar as they are in conflict, are
hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared
invalid, the remaining provisions of this ordinance shall not
be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for
the preservation of peace, health, safety, and property of
the City of Miami.
Section 5. The requirement of reading this ordinance on
two separate days is hereby dispensed with by an affirmative
vote of not less than four -fifths of the members of the
Commission.

ENCLOSURES:
It is recommended the proposed emergency
Ordinance be adopted accepting the
recommended schedule of rates, rents, and
charges for the Miami Convention Center
and Parking Garage for 1984-85.
The purpose of the Ordinance is to establish rates and charges for
use of the facilities of the Miami Convention Center and Parking
Garage for the fiscal year 1984-85, effective October 1, 1984.
In accordance with the pertinent covenant of the Trust Indenture
securing the Convention Center/Garage Revenue Bonds, consultants
were appointed to submit a schedule of rents, rates, fees and
charges for the facility. From discussions with the Bond Trustees
and Bond Counsel, we were able to determine that Facility
Management Group, Inc., which firm manages the Convention Center
and Off -Street Parking, who manages the Garage, fulfill the
requirements as consultants as outlined in Article V, Section 501
of the Bond Trust Indenture. This procedure will save approximately
$10,000 annually in outside consultancy fees.
A summary of the schedule reveals:
A. Main Theater/Auditorium - the minimum rental of $2600, exhibit
charges, and the varied box office percentages based on the
number of events from a promoter remain unchanged.
B. Meeting/Seminar Rooms - the rates for a majority of the
meeting/seminar rooms have been increased an average of
approximately ten percent. These increases form the basis
for a projected improvement in meeting room revenue of
twenty-four percent ($66,000) FY 1984/85 over FY 83/84.
C. Parking Garage - from the present schedule, the special event
and maximum daily rates are changed to $3.00. Additionally,
the monthly rate is increased to $55.00, the corporate rate
deleted,.and a new event rate during luncheon hours
(11:00 a.m. - 2:00 p.m.) of $1.50 plus tax is established.
'these changes will facilitate a projected increase in gross
revenue of thirty-three percent ($289,000) over FY 83/84.

It is, therefore, recommended the proposed Ordinance be adopted
accepting the schedule of rates, rents, fees and charges for the
use and occupancy of and for the services furnished or to be
furnished in the Convention Center and Parking Garage of the City
of Miami/University of Miami James L. Knight International Center.
