AN ORDINANCE AMENDING SECTIONS 5 AND 6 OF
ORDINANCE NO. 9684 ADOPTED SEPTEMBER 29, 1983, THE
ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR
ENDING SEPTEMBER 30, 1984, BY INCREASING REVENUES
AND APPROPRIATIONS IN THE PENSION ADMINISTRATION
TRUST AND FUNDS IN THE AMOUNT OF $2,793,909 TO
RECORD MONIES RECEIVED BY THE CITY FROM THE STATE
OF FLORIDA UNDER CHAPTERS 175 AND 185 OF THE
FLORIDA STATUTES FOR THE POLICE AND FIRE RELIEF
AND PENSION TRUST FUNDS; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9684, adopted September 29, 1983,
the Annual Appropriations Ordinance for the fiscal ,year ending September 30,
1984, as amended, is hereby further amended in the following particulars: 1/
Section 5. The following appropriations are made
in Trust and Agency Funds:

Section 6. The above appropriations are made
based on the following sources of revenue for the
1983-84 fiscal year:

Section 2. The herein appropriation of $2,793,909 for the Pension Trust
and Agency Funds is for the purpose of recording monies received by the City
from the State of Florida under Chapters 175 and 185 of the Florida Statutes for
the Police and Fire Pension and Relief Trust Funds.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase, or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Words and/or figures stricken through shall e deleted. U n d erscore -wor s
and/or figures shall be added. The remaining provisions are now in effect
and remain unchanged. Asterisks indicate omitted and unchanged material.
All figures are rounded to the next dollar. ,,

1--) ENCLOSURES:
It• is recommended that the City Com-
mission approve the attached ordi-
nance increasing the revenues and
appropriations in the Pension Admin-
istration Trust Fund in the amount of
$2,793,909 to record monies received
by the City from the State of Florida
under Chapter 175 and 185 of the
Florida Statutes for , the' Police and
Fire Relief and Pension Trusts.
Chapters 175 and 185 of the Florida Statutes enable the State
of Florida to collect an excise tax on insurance premiums
covering property within the corporate limits of munici-
palities that have established Police and Fire Relief and
Pension Trusts. These excise taxes are forwarded to the
City, which in turn passes them to the Police and Fire Relief
and Pension Trusts.
These items had not been included in the City's budget since
the City acts only as a conduit. However, a ruling by the
State Attorney General's Office requires that these funds be
appropriated in the City's annual budget both as estimated
revenues -and appropriations so that they will be subject to
the annual post audit of municipal accounts.
The 1984 payments from the State were $1 , 635, 362 for Poliel;,
and $10589547 on Fire.
This emergency ordinance is prepared for the July 30, 1984
City Commission meeting.

ERTY GENERALLY", OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, BY CHANGING THE
NAME OF THE LITTLE HAVANA COMMUNITY CENTER
TO THE MANUAL ARTIME COMMUNITY CENTER, AND
BY PROVIDING THAT NOTHING CONTAINED IN THE
PROVISIONS OF THIS SECTION SHALL LIMIT OR
RESTRICT THE RIGHT OF THE CITY COMMISSION TO
ESTABLISH AND FIX SPECIAL CHARGES OR SPECIAL
TERMS AND CONDITIONS FOR THE USE OF THE
MANUAL ARTIME COMMUNITY CENTER OF LITTLE
HAVANA.
