ORDINANCE NO. 9.92
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED:
"RECREATE111 APPROPRIATING FUNDS FOR ITS
OPERATION IN THE AMOUNT OF $109,000
COMPOSED OF $74,000 FROM THE UNITED
STATES DEPARTMENT OF EDUCATION AND
$35,000 FROM FISCAL YEAR 1983-184 SPECIAL
PROGRAMS AND ACCOUNTS: MATCHING FUNDS FOR
GRANTS; AND AUTHORIZING THE CITY MANAGER
TO ACCEPT THE $74,000 GRANT AWARD FROM
THE UNITED STATES DEPARTMENT OF
EDUCATION; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the United States Department of Education:
Rehabilitation Services Administration has offered the City of
Miami a $74,000 grant to provide a leisure education/recreation
program for disabled individuals currently receiving or
considered eligible to receive services from the State of
Florida: Vocational Rehabilitation Office; and
WHEREAS, the United States Department of Education has made
favorable comments about the City's willingness to contribute
local funds to projects for handicapped individuals; and
WHEREAS, the City of Miami offered to provide $35,000 in
local funds to the project contingent upon the approval of the
grant award by the City Commission; and
WHEREAS, a total of $35,000 has been budgeted in the Fiscal
Year 1983-184 General Fund, Special Programs and Accounts,
Matching Funds for Grants as the City's contribution toward the
aforementioned project; and
WHEREAS, this grant is currently scheduled to operate for the
period September 30, 1984 through September 29, 1985;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: RECREATE
RESOURCES: Unites States Department of Education $74,000
City of Miami: Special Programs and
Accounts, Matching Funds for Grants -
FY 184. $ 359000
APPROPRIATIONS: RECREATE $109,000
Section 2. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 3. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts,, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

The purpose of project "Recreate" (Recreation Education for Community
{ Rehabilitation) is to develop, implement and evaluate a program that
A will provide recreational/leisure educational opportunities for no
less than 2U0 disabled participants.
The project is based on a multiple program availability selection
plan that offers each disabled individual the opportunity to choose
activities which are of interest to them. The four (4) major selec-
tion categories include 1) Outdoor Environmental Recreation, 2)
Physical Fitness, 3) Social Interaction/Community Integration, and
4) Sports Programs. The components of this project are designed to
obtain the ultimate goal of functioning as independently as the in-
dividual's.abiliti.es will permit. The contract period for this pro-
ject is September 30, 1984 through September 29, 1985.
The matching funds in the amount of �35,000 from Fiscal Year 1983-
84 have been budgeted in the General Fund, Special Programs and'
Accounts, Matching Funds for Grants, and can be appropriated with the
$74,000 awarded from the United Stated Department of Education for a
total of $109,000 to create a new Special Revenue Fund entitled:
"RECREATE."
The grant funds were not awarded to the City until August 14, 1984
and the project is scheduled to begin on September 30, 1984. Due
to the time frame it is requested this be considered for emergency
action.
