ORDINANCE NO. 98 9 1
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED:
"DEVELOPMENTAL DISABILITIES MODEL
PROJECT", APPROPRIATING FUNDS FOR ITS
OPERATION IN THE AMOUNT OF $33,000
COMPOSED OF $30,000 FROM THE UNITED
STATES DEPARTMENT OF HEALTH AND HUMAN
SERVICES AND $3,000 FROM FISCAL YEAR
1983-184 SPECIAL PROGRAMS AND ACCOUNTS:
MATCHING FUNDS FOR GRANTS; AND
AUTHORIZING THE CITY MANAGER TO ACCEPT
THE $30,000 GRANT AWARD FROM THE UNITED
STATES DEPARTMENT OF HEALTH AND HUMAN
SERVICES; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the State of Florida: Department of Health and
Rehabilitative Services; Developmental Disabilities Program
Office has offered the City of Miami a $30,000 federal grant to
implement a demonstration project for training staff in the use
of leisure/recreational activities for the developmentally
disabled; and
WHEREAS, a developmentally disabled person is one who is
substantially limited physically and/or mentally in their ability
to perform minimal daily living activities such as self -care,
receptive and expressive language, learning, mobility, self -
direction, capacity for independent living and economic
sufficiency; and
—� WHEREAS, preparation of of the necessary training model for
this project will be a cooperative effort between the University
of Kentucky and the City of Miami; and
WHEREAS, a ten percent (10%) local match is required by the
granting agency; and
WHEREAS, a total of $3,000 has been budgeted in the Fiscal
Year 1983-184 General Fund, Special Programs and Accounts,
Matching Funds for Grants as the City's contribution toward the
aforementioned project; and

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: Developmental Disabilities Model Project
RESOURCES: Unites States Department of Health and
Human Services $309000
City of Miami: Special Programs and
Accounts, Matching Funds for Grants -
FY } 84 $ 39000
APPROPRIATIONS: Developmental Disabilities
Model Project $33000
Section 2. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 3. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts,, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

"It is recommended that a new Special Revenue
Fund be established entitled: "Developmental
Disabilities Model Project," appropriating
funds for its operation in the amount of
$3U,000 from the United States Department of
Health and Human Services and $3,000 from Fis-
cal Year 1983-84 Special Programs and Accounts:
Matching Funds for Grants; and authorizing the
City Manager to accept the $30,000 grant award
from the United States Department of Health as
per the attached emergency ordinance.".
The purpose.of this program is to develop, implement and evaluate a
demonstration project for training staff in the use of leisure/rec-
reational activities for the developmentally disabled. A minimum of
luO national, state and city recreational personnel, special educa-
tors, parents and volunteers will participate in four (4) 2t day
training workshops. Areas of training include attitude awareness,
knowledge of disabling conditions, use of therapeutic recreation and
outdoor recreation activities.
The development of the training model will be a cooperative effort
between the City of Miami and the University of Kentucxy with the
ultimate goal of increased recreational activities being made avail-
able for Miami's developmentally disabled citizens. The contract
period is from October 1, 1984 to September 30, 1985.
The matching funds in the amount of $3,000 have been budgeted in
Fiscal Year 1983-84 General Fund, Special Programs and Accounts,
Matching Funds for Grants, and can be appropriated with the $30,000
awarded from the United States Department of Human Services for a
total of $33,000 to create a new Special Revenue Fund entitled:
"Developmental Disabilities Training Model."
The grant funds were not awarded to the City until August 3, 1984
and the project is scheduled to begin October 1, 1984. Due to the
time frame it is requested this ordinance be considered for emer-
gency action.
