AN EMERGENCY ORDINANCE ESTABLISHING TWO NEW TRUST PND ANCY
FUNDS ENTITLED DOWNTOWN DEVELOPMENT AUTHORITY r AND ` FF-
STREET PARKING AUTHORITY" TO RECORD AND INVOICE THE COST FOR
SERVICES PROVIDED BY VARIOUS CITY DEPARTMENTS (I.E., PRINT
SHOP, ETC.) TO THE DOWNTOWN DEVELOPMENT AUTHORITY AND THE
OFF-STREET PARKING AUTHORITY AND APPROPRIATING $15,000 AND
$25,000 RESPECTIVELY INTO SAID TRUST FUND; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, various City departments perform a wide variety of
intergovernmental services (i.e., Print Shop, etc.) for the Downtown Development
Authority and the Off -Street Parking Authority; and
WHEREAS, the cost for said services are recorded and invoiced to the
Downtown Development Authority and the Off -Street Parking Authority; and
WHEREAS, the establishment of this new Trust and Agency Fund will
facilitate said recording and invoicing of the intergovernmental charges;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. THe following Trust and Agency Funds are hereby established and
resources are hereby appropriated as described herein:
Fund Title: Downtown Development Authority
Resources: Downtown Development Authority $15,000
- ` Appropriations: Intergovernmental Charges
Downtown Development Authority $15,000
Fund Title: Off -Street Parking Authority
Resources: Off -Street Parking Authority $25,000
Appropriations: Intergovernmental Charges
Off -Street Parking Authority $25,000
Section 2. The herein Trust and Agency Funds are established for the
purpose of recording and invoicing the cost for intergovernmental services
provided to the Downtown Development Authority and Off -Street Parking Authority
$15,000 and $25,000, respectively.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
a
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or

word of this ordinance shall be held to be invalid, the remaining provisions of
this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two separate days
is hereby dispensed with by an affirmative vote of not less than four -fifths of
the members of the Commission.
Section 6. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety
i
and property of the City of Miami and upon the further ground of the necessity
to make the required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods and supplies and
to generally carry on the functions and duties of municipal affairs.

It is recommended that the attached
Emergency Ordinance establishing two new
Trust & Agency Funds Entitled "Downtown
Development Authority and Off -Street
Parking Authority to record and invoice
the cost for services provided by
various City Departments (I.E., Print
Shop, etc.) to the Downtown Development
Authority and the Off -Street Parking Au-
thority and appropriating $15,000 and
$25,000 respectively into said trust
fund, be passed.
F'iLEs
These two funds are necessary to accumulate charges for services
rendered by the City to Downtown Development Authority and Off-
street Parking Authority. These two entities -are then sent as a
consolidated billing for all services.
This ordinance establishes an appropriation for the incurrence of
these charges and subsequent payment. Thus, the two funds are
self -balancing and zero out each fiscal year.
