J-84-1005 Amendment No. ?' to Ordinance No. 7ST4- ORDINA14CE NO. 9888 AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 9534 ADOPTED DECEMBER 9, 1982, THE EXISTING CAPITAL IMPROVEMENTS APPROPRIATION ORDINANCE, AS AMENDED BY DECREASING APPROPRIATIONS FOR PROJECT COMPUTER AIDED DISPATCH SYSTEM ITEM III.B(5) IN THE AMOUNT OF $1,233,000 AND APPROPRIATING $1,233,000 TO ESTABLISH A NEW PROJECT ENTITLED CITY-WIDE 800 MHZ COMMUNICATION SYSTEM ITEM III.C(2) AND TRANSFERRING SAID RESOURCE AND PROJECT TO THE CAPITAL IMPROVEMENT FUND ITEM IX.C(i)17, BY INCREASING THE APPROPRIATION FOR THE 1981 FIREFIGHTING, FIRE PREVENTION AND RESCUE FACILITIES GENERAL OBLIGATION BOND FUND IN THE AMOUNT OF $1,267,000 FROM ANTICIPATED BOND SALES AND ESTABLISHING A NEW PROJECT ENTITLED CITY-WIDE 800 MHZ COMMUNICATION SYSTEM ITEM XVII.D(1) AND TRANSFERRING SAID RESOURCE AND PROJECT TO THE CAPITAL IMPROVEMENT FUND ITEM IX.C(i)17, AND INCREASING 'rHE APPROPRIATIONS FOR THE CAPITAL IMPROVEMENT FUND IN THE AMOUNT OF $2,500,000 AND ESTABLISHING A NEW PROJECT IN SAID FUND ENTITLED CITY-WIDE 800 MHZ COMMUNICATION SYSTEM ITEM IX.C(i)17; FURTHER REPEALING ORDINANCE NO. 9868, ADOPTED JULY 31, .11 4; CONTAINING A REPEALER PROVISION AND A SEVERABILTjY CLAUSE. t WHEREAS, the C,'+y Commission adopted Ordinance No. 9534 on December 9, 1982, establishing resour•r,:s and appropriations for the implementation of Capital Improvements in the City of Miami, Florida; and WHEREAS, the new City-wide communication system and associated radio equipment will replace the City's existing 30 year old radio communication system and will greatly improve fire rescue communications in high-rise buildings as well as improve intermodulation problems overall; and WHEREAS, the Department of Fire, Rescue and Inspection Services found it necessary to increase funding of the Computer Aided Dispatch System Project in i the amount of $1,267,000 to cover its share ($2,500,000) of anticipated purchase cost ($7,100,000) of a turnkey City-wide 800 MHz Communications System with 4 _ associated options, said funds being from the 1981 Firefighting, Fire Prevention and Rescue Facilities General Obligation Bond Funds; and WHEREAS, the total cost of the City-wide 800 Mhz Communication System is $7,100,000; and WHEREAS, the Department of Fire, Rescue and Inspection Services share of i said cost is $2,500,000; and WHEREAS, $1,267,000 is available from the sale of 1981 Firefighting, Fire Prevention and Rescue Facilities Bonds; and WHEREAS, the remaining $1,233,000 is available from the unspent balance of the Computer Aided Dispatch Systems project; and WHEREAS, the aforementioned resources in the amount of $2,500,000 will be appropriated into the Capital Improvement Fund to fund a new project entitled City, -wide 800 Mhz Communication System; i -, r5 .—. _...,..s ._ 6 0 WHEREAS, on July 31, 1984 the City Commission appropriated only $1,267,000 of the total cost of the Computer Aided Dispatch System Project by adopting Ordinance No. 9868 which ordinance will be repealed by the herein ordinance for the purpose of administrative clarity; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 9868, adopted July 31, 1984 is hereby repealed in its entirety. Section 2. Section 1 of Ordinance No. 9534, adopted December 9, 1982, is hereby amended in the following particulars: 1/ "Section 1. The following appropriations hereby made by fund and project title include previously authorized projects and fund appropriations for implementation of all municipal capital improvements of the City of Miami, Flordia. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to appropriate sufficient funds for the expansion of the Fire Alarm Office so that a construction contract may be awarded, as required. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
