ORDINANCE NO. 9886
AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 6 OF
ORDINANCE NO. 9684, ADOPTED SEPTEMBER 29, 1983, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER
30, 1984 BY INCREASING MISCELLANEOUS REVENUES IN THE AMOUNT
OF $50,000 FROM A GRANT FROM THE MOBIL OIL CORPORATION AND
APPROPRIATING SAME INTO THE PARKS AND RECREATION
DEPARTMENT'S BUDGET FOR THE PURPOSE OF PROVIDING JOB
OPPORTUNITIES FOR YOUTH; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Sections 1 and 6 of Ordinance No. 9684, adopted September 29,
1983, the Annual Appropriations Ordinance for the fiscal year ending September
30, 1984, as amended, is hereby amended in the following particulars: 1/
Section 1. The following appropriations are made for the
municipal operations of the City of Miami, Florida, for the
fiscal year 1983-84, including the payment of principal and
interest on all General Obligation Bonds:

Section 2. The herein appropriation of $50,000 to the Parks and Recreation

3 budget is for the purpose of providing job opportunities for youths. Revenue in
a like amount is available from a $50,000 grant from the Mobil Oil Corporation.

Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.

Section 4. If any section, part of section, paragraph, clause, phrase, or
word of this ordinance is declared invalid, the remaining providions of this
ordinance stall not be affected.
SE:tion 5. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety,
and property of the City of Miami, and upon the further grounds of the necessity
to make the required and necessary payments to its employees and officers,
payment or its contracts, payment of interest and principal on its debts,
necessary and required purchases of goods and supplies, and to generally carry
on the functions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two separate days
is hereby dispensed with by a vote of not less than four -fifths of the members
of the Commission.

ENCLOSURES:
It is recommended that the City Commission approve the
attached emergency ordinance increasing miscellaneous
revenues in the amount of $50,000 from a grant from the
Mobil Oil Corporation and appropriating same into the Parks
and Recreation Department's budget, for the purpose of
providing job opportunities for youths.
The City Commission passed Motion 84-690 on June 28, 1984 accepting a check from
Mobil Oil Corporation in the amount of $50,000 as a grant for a program to be
administered through the Parks and Recreation Department and to be called "The
Green Team". The purpose of this grant was to provide job opportunities for
area youths. These individuals have been hired and are currently being paid
from the Parks and Recreation Department's operating budget. It is therefore,
necessary to increase same to cover these expenditures.
The attached proposed emergency ordinance is prepared for the September 13, 1984
City Commission meeting.
