Ordinance No. 9223, Chapter 10.5, of the City Code, known and
cited as the "City of Miami Cable Televisi-on Regulation
Ordinance" (the "Enahlinq Ordinance."), providill

WHEREAS, tlic Commission enacted joinance No. 9332, adopted
October 19, 3.903, (the "41[ ense 0/41inance"), under which the
