WHEREAS, the parties above entered into an agreement dated
October 12, 1982 for establishing the "Permanent Secretariat of
the Hemispheric Congress of Latin Chambers of Commerce and
Industry"; and
WHEREAS, by Motion No. 82-334 dated April 22, 1982 and
Motion No. 82-433 of May 27, 1982, the City Commission approved a
funding request made by the Latin Chamber of Commerce to maintain
a Permanent Secretariat for the Hemispheric Congress; and
WHEREAS, on 1dovember 4, 1982, the City Commission passed
Resolution 11n. 82-1039 which allocated an amount not to exceed
$68,000 for the
program,
"Permanent
Secretariat
of the
Hemispheric Congress
of Latin
Chambers
of
Commerce and
Industry";
and
WHEREAS, even though the City Commission indicated its
intention to fund CAMACOL for the program as early as April 22,
1982 when trotion No. 82-334 was passed, it was not until October
12, 1982 that the contract was executed; and
WHEREAS, the delays in execution of said agreement created a
situation whereby CAMACOL incurred $2,199.13 in expenses related
to the program prior to the execution date of said agreement-

AMENDMENT
An Amendment to an Agreement dated October 12, 1982 between
the City of Miami, hereinafter referred to as the "CITY" and the
Latin Charibcr of Commerce of the united States, Inc. a not -for -
profit eorporak;inn of the State of Florida, hereinafter referred
to as "CAMACOL".
WHEREAS, the parties above entered into an agreement dated
October 12, 1982 for establishing the "Permanent Secretariat of
the Hemispheric Congress of Latin Chambers of Commerce and
Industry"; and
WHEREAS, by Motion No. 82-334 dated April 22, 1982 and
Motion No. 82-433 of May 27, 1982, the City Commission approved a
funding request made by the Latin Chamber of Commerce to maintain
a Permanent Secretariat for the Hemispheric Congress; and
WHEREAS, on November u, 1982, the City Commission passed
Resolution No. 82-1039 which allocated an amount not to exceed
$68,000 for the program, "Permanent Secretariat of the
Hemispheric Congress of Latin Chambers of Commerce and Industry";
and
WHEREAS, even though the City Commission indicated its
intention to fund CAMACOL for the program as curly as April 22,

WHEREAS, the delays in execution of said agreement created a
situation whereby CAMACOL incurred $2,199.13 in expenses related
to the program prior to the execution date of said agreement.
THEREFORE, the Agreement between the parties is amended to
make the commencement date of said Agreement September 20, 1982
and the termination date 13 months later.
It is understood that all conditions outlined under the
original Agreement of October 12, 1982, remain in full force and
effect without modification.

The CIA has informed us that CAMACOL has submitted sufficient
documentation to support the fact that $2,199.13 of the $2,307.14
in expenses that it incurred prior to the contract period were
directly associated with activities stipulated in the "Permanent
Secretariat" agrcemont. The remaini.nq expenses, totaling
$108.01 , ($2,307- 14 - 2, 19 9 -13 = $108.01 ) were determined to be
non-prorrram related and mould therefore have to be repaid to the
City by CIVIAC01_..
We recommend the execution of this amendment for two reasons.
First, these expenses were directly related to the activities
called for in the contract. Second, it appears that significant
delays were encount-cred in the execution of this aCrFeemont which
caused it to incur certain expenses prior to the commencement of
the contract, period. This is evidenced by the fact ttiat even

Since Cor the disalloraed expenses has already been
submitted to the OI.A, t.hr. execution of this amendment would in
fact alleviate CAMACOL .from the obligation of having to reimburse
the City of Miami the sum of $21199.13.
