On April 22, and May 27, 1982, the City Commission passed Motion Nos. 82-334 and 82•-433, approving a $68,000 funding request made by the Latin Chamber of Commerce of the United States, Inc. (CAMACOL) to establish the program, "Permanent Secretariat of the Hemispheric Congress of Latin Chambers of Commerce and Industry". On t.ovember, 11, 1982, the City Commission passed Resolution No. 82-10;9 which allocated an amount not to exceed $68,000 to the above aien.tin cad program. In an audit report of the above prograr,; that w'a:, issued by the City of ',ti ,mi's Office of Internal Audit (01A) cn7 Ilay ?, 1 984, one of the: finditi-s was that CAIIACOL had e--pc-.nd<d :;', "()' .14 prior to the onmmencement of its ccr, tract with tlit Cit.v of' %liami. These expens`s, which were mainly travel related, were itemized as follows: Payee Date Check # Future Travel 9/24/82 1436 CAMACOL 10/14/82 1403 Total Amount $2,181.73 125.41 $2,307.14 The CIA has informed us that CAMACOL has submitted sufficient documentation to support the fact that $2,199.13 of the $2,307.14 in expenses that it incurred prior to the contract period were directly associated with activities stipulated in the "Permanent Secretariat" agrcemont. The remaini.nq expenses, totaling $108.01 , ($2,307- 14 - 2, 19 9 -13 = $108.01 ) were determined to be non-prorrram related and mould therefore have to be repaid to the City by CIVIAC01_.. We recommend the execution of this amendment for two reasons. First, these expenses were directly related to the activities called for in the contract. Second, it appears that significant delays were encount-cred in the execution of this aCrFeemont which caused it to incur certain expenses prior to the commencement of the contract, period. This is evidenced by the fact ttiat even though tIc City Cnmimi sion indicated its intention, to fund CAMACOL _ pr, ;ram as early ,::, Apr'i1 22 1932 rah,,=n 'M0-tion it ,72,t rot until. approxi*m ;oly five and one- lial.r. i-jon,,lj_. l_, :-r .; )c ;,oicr" 12 19i82 than the contract was executed Since Cor the disalloraed expenses has already been submitted to the OI.A, t.hr. execution of this amendment would in fact alleviate CAMACOL .from the obligation of having to reimburse the City of Miami the sum of $21199.13.
