WHEREAS, the City Commission is committed to economic
development, and
WHEREAS, on April 5, 198, the City Commission
approved Resolution No. 84-384 and Appropriation Ordinance No.
98-34 which included an allocation of $100,000 from the 10th year
Community Development Block Grant Progvam to establish a
technical assistance program for the non-profit corporation,
Miami Capital Development Inc.'s (MCDI) loan clients; and
WHEREAS, MCDI does not have the resources or
specialized skills needed to provide the specialized technical
assistance services required by its client; and
WHEREAS, a technical assistance program would greatly
improve the abilities of MCDI's loan clients to successfully
operate their busines;:es'
NOGG, THERIFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
publish a Request for Proposal (RFP) in a form acceptable to the

On April 5, 1984, the City Commission approved Resolution No. 84-
384 and Appropriation Ordinance No. 98-34 which included an

It should be noted that a significant requirement of the RFP is
that each of MCDI's loan clients will be visited at least once each
quarter for a minimum of four (4) ti.mes a year. Also, "problem
businesses" wi.11 be visited at least two (2) additional times
during the c..ont-,r�;ct:. per:ind to resolve problems and to assure that
owners wi 11. be ah1F� to repay their loan,: and increase the
performance and pr refit; Of ;;heir businesses.

current default rates of MCDI loan clier;ts. trccorclinF to the
Loan Portfolio Status Report (gas of July 31- 198�0 that was
recently submitted by MCDI, 59%, of its lc,,,rr; acre current and
41% are past due anywhere from 30 to over 90 days (Attachment
II). As this report further indicates, the 25 loans that are
past due more than 90 days represent an outstanding balance of
$853,828 or 15; of the total outstanding balance.

Program Title: Technical Assistance Program for
Miami Capital Development, Inc. Loan Clients

Contract: Duration: 12 months
The City of Miami is seeking the services of an organization
qualified to provide technical assistance services (which may
include classroom training sessions) in the areas of business
management and operation to approximately 80 small and minority
entrepreneurs who have received commercial loans from the non-
profit corporation, Miami Capital Development, Inc. (MCDI).
The following is an approximate breakdown by industry of the types
of businesses that have received loans from MCDI: 32% - Food
Related, 321, - Service, 11% - Suppliers, G• - Medical, 410 -
Clothi.ng, � - Construction Yrade, 11'/A - Manufacturers, 3% -
Insurance-, 3 - Furniture, A" -- Transportation.

Project Reoui r-el-tints
1. Organization must develop a monitoring form to evaluate
businesses that are visited.
2. Organization must visit each lendee at least four times a
year and at least two additional times once the lendee has
been identified as a problem lendee.
3. Organization should have in-house data processing
capabilities and access to classroom facilities.

Evaluation:
A panel consisting of a combination of five (5) representatives
from the City of Miami and MCDI will be responsible for evaluating
responses and for selecting the organization.
