WHEREAS, the Department of Economic Development has
published the MIAMI BUSINESS REPORT 1982 and the business
community's acceptance of this publication Was most
favorable; and
WHEREAS, the Department of Economic Development will
publish the MIAMI BUSINESS REPORT 1983-B4 with the financial
participation of the Barnett Bank of South Florida, N.A.; and
WHEREAS, this publication serves as the City's major
business promotion publication with the private sector
throughout the United States of America and abroad and is
constantly being used by the Department of Economic
Development, other organizations and the private sector as a
primary resource tool for obtaining current, up-to-date
economic data and statistical inform at.i.on an the City; and
WHEREAS, ,ittc�r :.eries of e�et7t3 �,rhich caused a
five -month delay in ttte=etinq the prey (- ,t_ah.Iished deadline for
publishing this report, the public.=at ion is ready to be sent
to the printers; and
WHEREAS, there has been a competitive solicitation of
printing bids insofar as was practicable; and
WHEREAS, the City Manager has made a written finding
that an emergency need existed for the immediate procurement
of the herein printing services by the below -named vendor;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE
CITY OF MIAMI, FLORIDA:
Section 1. The findings and recitals contained
in
the preamble of this resolution are hereby adopted
by
reference ns n part of this section and are hereby ratified
by an affirmative 4/5ths vote of the City Commission.

5. The Print Shnp cxpor icneed delays in receiving equipment that
would tr or. ,Qr the typed text from our word processor to its
typescUinC cquipmcnt .
In order to c:xpudi_t:,e the printing of this publication, I would like to
request Commission si.on approval to award the bid to Graphic Productions,
We have found historically that it takes a minimum of 4-5 months for
major publications to be printed using the regular City purchasing
procedures. Due to the time3inc5n of the information contained in
this report end the fact that:, tir�i... report is long overdue, it is
recommended that ti,e City t:;r mml s on award the bid to the lowest
bidder, Graphic Productions, On ,.i:=nu ry 19, 1984, the City Commission
