ENCLOSURES:
On September 20, 1984, the Republican National Forum appeared before
the City Commission to request a $15,000 grant for its Second
National Forum to be held on November 30th and December 1, 1984. At
that time the City Commission requested that they return to the
October loth City Commission meeting and that they bring proof of a
$14,000 contribution by Metropolitan Dade County. The Commission
also indicated that this item should be discussed before a full
commission.
The Convention Bureau staff recommended denial of this request based
on the large amount of conventions handled annually by the -Convention
Bureau. They feel that funding the Republican National Convention
may set a precedent for funding other conventions. The Convention
Bureau will provide registration assistance•, housing and other
services usually provided to other conventions.
According to the budget submitted by this organization, they are
requesting funds for expenses other than the conference, such as
operating expenses of the organization and airfare for forum
participants.
We have contacted Mr. Eladio Armesto, president of the Republican
National Forum, and requested that he bring us the County Resolution.
This will be submitted to your office as soon as it is received by
us.
Attached for your information is the copy of the special funding
request application submitted by this organization.

Attached is an evaluation submitted by Tony Pajares, of the Convention -_
Bureau, recommending that the funding request from the Republican
National Forum be denied. -
This organization is requesting $15,000 from the City for its Second -
National Forum to be held on November 30 and December 1, 1984, at the =
Holiday Inn at Brickell Point to discuss party policies with local
and national policy makers. Metropoli':an Dade County has contributed
$14,000 for this event.
According to Mr. Pajares,the Convention Bureau handles about 300
- groups yearly, most of which request funding or sponsorship.
Funding the Republican National Convention could establish a
s precedent for funding of other conventions. They will provide
j registration assistance, housing and other services generally
provided to other organizations. •

Regarding the request for funding for the above group, please
be advised that it is the policy of the Convention Bureau of
not recommending.funding for any group, unless it is a meeting
planners, or travel industry related convention.
The Convention Bureau handles directly or indirectly about
300 groups yearly, and nearly all of them request some kind
of funding or sponsorship from us. We therefore, cannot
establish the precedent of recommending funding for any
rou , unless, as stated above, it is a tourism impact group,
meeting planners, travel agents, etc.).
Of course, we will provide registration assistance,.housing,
and other services provided by the Bureau to any group booked
in Miami.

This is the second, the first one was last year, a complete success. Please find
enclosed brochure for last year, attendance 500 persons, mostly from outside of
Miami, the hotel was solid book for the event, 78 persons came from outside Dade.
Benefits to'the City (quantify where possible):
Last year 78 persons spent two days.in Miami attending the FORUM, they stay at
Hotels in downtown Miami, -especially at the Holiday Inn at Brickell Point, Just
at $250.00 per person in two'days each person, a total of $13,500.00 wete spent.

• It has been brought to our attention that last year a grow$ of
Republicans calling themselves "Republican National Forum"
requested and received from the City of Miami $7,000 to sponsor
a forum on Republicanism.
Since the same group of individuals have requested $14,000 from
the County government this year, and since a similar effort may
- be under wHy at the city level, we would like to state that we _
do not support or approve any such request. Furthermore, as
Elected officials of the Republican Party of Dade: County, we
strongly object to any allocation of taxpayers' monies to any
political group for political purposes.

ENCLOSURES:
Attached is an evaluation submitted by Tony Pajares, of the Convention
Bureau, recon6endinct that the funding request from the Republican
National Forum be denied.
This organization is requesting $15,000 from the City for its Second
'National Forum to be held on November 30 and December 1, 1984, at the
Holiday Inn at Brickell Point to discuss party policies with local
and national policy makers. Metropolitan Dade County has contributed
$14,000 for this event.
According to Mr. Pajares,the Convention Bureau handles about 300
groups yearly, most of which request funding or sponsorship.
Funding the Republican National Convention could establish a
—' precedent for funding of other conventions. They will provide
registration assistance, housing and other services generally
provided to other organizations.
