ORDINANCE NO. 9 9 1 6
AN ORDINANCE AMENDING SECTION 4 AND 6 OF ORDINANCE NO. 9684
ADOPTED SEPTEMBER 29, 1983, THE ANNUAL APPROPRIATIONS
ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1984, BY
APPROPRIATING FROM THE BUILDING AND VEHICLE MAINTENANCE
DEPARTMENT, HEAVY EQUIPMENT MAINTENANCE DIVISION, FY'83
RETAINED EARNINGS, AN AMOUNT OF $100,000; INCREASING
REVENUES IN THE SAME AMOUNT TO BE APPROPRIATED INTO THE
PROPERTY MAINTENANCE DIVISION TO PROVIDE FUNDING TO COVER
PROJECTED DEFICITS IN THE PROPERTY MAINTENANCE SALARY
ACCOUNTS WHICH. WERE CREATED DUE TO THE TRANSFER OF SALARY
SAVINGS TO FUND THE PURCHASE OF MATERIALS AND SUPPLIES AS A
RESULT OF A HIGH DEMAND FOR NON -BUDGETED JOB REQUESTS;
CONTAINING A REPEALER PROVISIONS AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9684 on September 29,
1983, establishing revenues and appropriations for the City of Miami, Florida,
for the fiscal year ending September 30, 1984; and
WHEREAS, the Department of Building and Vehicle Maintenance, Property
Maintenance Division estimates that $100,000 is required to fund deficits in
the salary accounts for FY184; and
WHEREAS, these deficits were created due to the transfer of $137,000 from
salary savings to fund the purchase of materials and supplies as a result of a
high demand for non -budgeted job requests during FY'84; and
WHEREAS, $37,000 of said amount was currently available from internal
salary savings generated from the Property Maintenance Division during FY'84;
and
WHEREAS, the additional $100,000 which was needed to cover said deficit is
available from the Heavy Equipment Maintenance Division, FY183 Retained
Earnings;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Sections 4 and 6 of Ordinance No. 9684 adopted September 29,
1983, the Annual Appropriations Ordinance for the fiscal year ending September
30, 1984, are hereby amended in the following particular: 1/
"Section 4. The following activities which are carried on
for the service and convenience of other funds shall be
operated by the City Manager within the limits of the
appropriations provided in the foregoing departments,
boards, offices, and accounts of the City of Miami and other
revenues or receipts which may be received:

Section 6. THe above appropriations are made based on the

Section 2. An amount of $100,000 from the Building and Vehicle Maintenance
Department, Heavy Equipment Maintenance Division, FY'83 Retained Earnings is
hereby appropriated into the Property Maintenance Division to provide funding to
cover projected deficits in the Property Maintenance salary accounts which were
created due to the transfer of salary savings to fund the purchase of materials
and supplies as a result of a high demand for non -budgeted job requests.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase, or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.

SUBJECT: Amendment to the Annual
Appropriations Ordinance

ENCLOSURES:
It is recommended that the City Commission approve the
attached ordinance amending Ordinance No. 9684, by
appropriating from the Building and Vehicle Maintenance
Department, Heavy Equipment Maintenance Division, FY'83
Retained Earnings, an amount of $100,000; increasing revenue
in the same amount to be appropriated into the Division of
Property Maintenance to cover projected deficits in the
Property Maintenance Division's salary accounts.
The Department of Building and Vehicle Maintenance transferred $137,000 from its
Property Maintenance Division salary accounts during FY'84 to fund purchases of
materials and supplies to complete additional projects requested- by City
departments which were not budgeted in FY'84. These projects are as follows:

This transfer was beneficial to the division and the requesting departments because it
provided the needed funds to expeditiously complete the aforementioned projects.
However, this created a $100,000 projected deficit for FY184 in the Property
Maintenance Division's salary account which this -Ordinance will correct.
The attached proposed ordinance is prepared for the September 13, 1984 City
Commission meeting.
