ORDINANCE NO. 9 9 12
AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "MINORITY BUSINESS
ENTERPRISE SPECIAL FUND" APPROPRIATING FUNDS
IN THE AMOUNT OF $1,000, TO BE USED IN
ESTABLISHING A PROGRAM TO ASSIST BLACK AND
HISPANIC MINORITY BUSINESS ENTERPRISES IN
SECURING BONDING FOR CITY OF MIAMI PROCURE-
MENT ACTIVITY, AND IN ESTABLISHING PROGRAMS
TO RENDER FINANCIAL ASSISTANCE TO BLACK AND
HISPANIC MINORITY BUSINESS ENTERPRISES;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami has received a contribution in
the amount of $1,000 from Intercounty Construction Corporation of
Florida; and
WHEREAS, said donor has expressed confidence that these
funds will be used within the community to assist in promoting
good relations between ethnic groups; and
WHEREAS, the City Commission has found that there has been a
disparate impact on Blacks and Hispanics seeking business
opportunities with the City of Miami; and
WHEREAS, more than 50% of the population of the City of
Miami is composed of Blacks and Hispanics; and
WHEREAS, it is in the best interest of the City to maximize
the opportunity for Black and Hispanic minority business enter-
prises to participate in procurement by the City of its goods and
services;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1.. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as follows:

RESOURCES: INTERCOUNTY CONSTRUCTION CORPORATION
OF FLORIDA CONTRIBUTION

Section 2. The appropriation herein is for the purpose
of establishing a program to assist Black and Hispanic minority
business enterprises in securing bonding for City of Miami
procurement activity and in establishing programs to render
financial assistance to Black and Hispanic minority business
enterprises.
Section 3. The appropriation shall remain available
until said funds are exhausted.
Section 4. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
Section 5. Should any part or provision of this Ordi-
nance be declared by a court of competent jurisdiction to be
invalid, same shall not affect the validity of the Ordinance as a
whole.
