AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 9684 ADOPTED SEPTEMBER 29, 1983, THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1984, BY INCREASING THE APPROPRIATIONS IN THE GENERAL FU%) FOR SPECIAL PROGRAMS AND ACCOUNTS/CONTINGENT FUND IN THE AMOUNT OF $250,000 AND BY DECREASING THE APPROPRIATION FOR THE POLICE DEPARTMENT IN THE LIKE AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING IN CONNECTION WITH THE CITY OF MIAMI'S IMMEDIATE EFFORTS TO BRING THE MISS UNIVERSE/MISS USA/MISS TEENAGE USA PAGEANTS TO THE CITY OF MIAMI FOR 1985 AND 1986; CONTAINING A REPEALER PROVISION, AND A SEVERABILITY CLAUSE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9684, adopted September 29, 1983, the Annual Appropriations Ordinance for the fiscal year ending September 30, 1984, as amended, is here further amended in the following particulars: 1/ "Section 1. The following appropriations are made for the municipal operation of the City of Miami, Florida, for the fiscal year 1983-84, including the payment of principal and interest on all General Obligation Bonds: Departments, Boards and Offices Appropriations GENERAL FUND Police Department Special Programs and Accounts $617591,232 $61,341,232 $ig;6133883 $10,763,883 Section 2. The herein appropriation of $250,000 for Special programs and Accounts/Contingent Fund is for the purpose of providing funding in connection with the City of Miami's immediate efforts in bringing the Miss Universe/Miss USA/Miss Teenage USA pageants to the City of Miami for 1985 and 1986. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, 1/ Words and/or figures stricken through shall be deleted. All figures are rounded to the next dollar. Amendment No. 23 Ordinance No, payment or its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
