AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 97819 ADOPTED JANUARY 26, 1984,
WHICH AUTHORIZED THE ISSUANCE OF $301000,000
STORM SEWER IMPROVEMENT BONDS OF THE CITY
OF MIAMI, FLORIDA, BY DELETING THE BOND
MATURITY SCHEDULE TO CONFORM WITH THE EXACT
LANGUAGE APPROVED BY THE VOTERS IN THE
MARCH 139 1984 BOND ELECTION.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 9781, adopted January
24, 1984, which authorized the issuance of $30,000,000 Storm
Sewer Improvement Bonds of the City of Miami, Florida, is hereby
amended, to conform with the exact language approved by the
voters in the March 13, 1984 bond election, in the following
particulars:)
"Section 1. For the purpose of paying the cost of
storm sewer improvements in the City of Miami, Florida
(the 'City'), including the construction of storm
sewers, pumping stations and outlets, culverts over or
enclosing streams, wells, other types of local drainage
facilities, the relaying of any damaged streets or
sidewalks, and the acquisition of any necessary land,
there shall be issued, under the authority of the
Constitution and laws of the State of Florida,
including particularly the Charter of the City, and the
Municipal Home Rule Power Act (Chapter 166 of the
Florida Statutes, as amended), and subject to the
election hereinafter provided for bonds of the City in
an aggregate principal amount not exceeding Thirty
Million Dollars ($30,000,000), such bonds to be issued
at one time or from time to time and to mature in -the

annual installments two (2) to twenty-five (25)
years, inclusive, after the date of the respective
bonds.

provisions are now in effect and remain unchanged.

it being estimated and declared by the Commission of the
City (the 'Commission`) that the probable life of said
facilities is more than twenty-five (25) years after
the completion of and construction of said facilities.

Section 2. With the exception of the revisions
authorized in Section 1 of this ordinance, Ordinance No. 9781
is hereby ratified and approved and shall otherwise remain in
force as initially adopted.
Section 3. Pursuant to Section 58 of the Charter of
the City of Miami, Florida, this ordinance shall go into
effect immediately upon its passage and shall not be subject
to the right of referendum.
Section 4. This ordinance is hereby declared to be
an emergency measure on the grounds of urgent public need for
the preservation of peace, health, safety, and property of
the City of Miami.
Section 5. The requirement of reading this ordinance
on two separate days is hereby dispensed with by an
affirmative vote of not less than four -fifths of the members
of the Commission.
Section 6. This ordinance shall be in full force and
effect immediately upon its passage.

ENCLOSURES:
It is recommended that the attached
emergency ordinance amending Section
1, of Ordinance No. 9781, authorizing
issuance of $30,000,000 Storm Sewer
Improvement Bonds of the City of Miami
to revise the maturities of such bonds,
be approved.
Ordinance 9781, approved by the City Commission on January 26,
1984 authorizes the issuance of $30,000,000 Storm Sewer
Improvement Bonds of the City of Miami, Florida.
_ The attached ordinance deletes the maturity schedule included in
Ordinance 9781, and replaces it with the exact language approved
by the voters, "to mature the bonds in annual installments two
(2) to twenty five (25) years, inclusive, after the date of the
respective bonds."
This ordinance adheres closer to the language used in the bond
referendum and allows the City Commission the flexibility to set
up the maturity schedule at the time of the bond sale, so that
maturities may be set in accordance with the market conditions at
the time of the sale.
This ordinance is requested to be adopted on an emergency basis
so that preliminary work on its first sale may be initiated.
