HomeMy WebLinkAboutR-84-11593-84-974 RESOLUTION 84-1159 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE TERMS OF ARTICLE III OF THE CONTRACT AGREEMENT DATED AUGUST 10, 1983 WITH THE MIAMI—DADE CHAMBER OF COMMERCE, EXTENDING THE DUE DATE FOR PUBLISHING THE BLACK INDUSTRIAL DIRECTORY FROM SEPTEMBER 1, 1984 TO OCTOBER 12, 1984. WHEREAS, the City Commission established a program to increase minority procurement in an effort to support the growth and establishment of minority business firms, in particular, Black firms within the City of Miami; and WHEREAS, in order to assure that these businesses are advised about the procurement opportunities in Dade County, and in order to facilitate an outreach program to these businesses, it is important that a directory of Black businesses in the Greater Miami area be developed; and WHEREAS, the directory will serve as a mechanism for procurement agents in government and the private sector to increase their purchase of goods and services from Black businesses; and WHEREAS, the Miami Dade Chamber of Commerce has finalized the draft of the Black Industrial Directory; and WHEREAS, the deadline for publication of this document has passed; and WHEREAS, the Miami Dade Chamber of Commerce has requested that the date of delivery be extended from September 1, 1984 to October 12, 1984. WHEREAS, on February 10, 1983, the City Commission passed Resolution No. 83-102 authorizing the City Manager to enter into a contract agreement with the CONTRACTOR, and; WHEREAS, the CONTRACTOR agreed to develop, identify and compile information on minority businesses and to create a Black Industrial Directory as a way of insuring that all levels of government and the private sector are able to increase its production of goods and services from Black businesses, and; WHEREAS, the contract agreement was entered into and fully executed on August 10, 1983, and; WHEREAS, the City and the Contractor are in agreement to revise the terms and contract execution date; and WHEREAS, the delivery date for the CONTRACTOR'S Project BID Directory was due on September 1, 1984; and WHEREAS, the CONTRACTOR has informed the CITY in writing, of its difficulty in delivering this directory by the required date established. F"O""` Charlotte Ga1logly REFERENC[f: Director October 10, 1984 Com- Department of Economic ?velopment ENCLOOUREs: mission Agenda "It is recommended that the City Commission authorize the City Manager to amend Article III of the contract agreement between the City of Miami and the Miami -Dade Chamber of Commerce to extend the due date for publication of the Black Industrial Directory (Project B.I.D.) from September 11 1984 to October 12, 1984." The Miami -Dade Chamber of Commerce has developed a Black Industrial Directory to be used by all levels of government and. the private sector which would enable them to increase their purchase of goods and services from Black businesses. This publication identifies approximately 156 Black businesses and professional firms in Dade County and provides information of importance to procurement officials on each business. At the February 100 1983 City Commission meeting, the City Commission adopted Resolution No. 83-102 which authorized the City f Manager to enter into -a contractual agreement with the Miami -Dade Chamber of Commerce (MDCC) allocating $47,000 to develop and publish a Black Industrial Directory (Project B.I.D.). The contract agreement between the City of Miami and MDCC was entered into and became effective on August 10, 1983 and was to terminate eight months thereafter. However, the contract was amended extending the delivery date from March 1, 1984 to June 1, 1984. On May 18, 1984, the MDCC submitted a draft copy of the proposed draft directory for review by this department. t 1 After reviewing the draft, numerous changes to both the format and content were needed before the directory could be.approved for final printing and publication. Due to the necessity to make these changes to the .directory, MDCC was unable to meet its June 1st deadline. On June 1.1th, I met with the Executive Board of MDCC to formally advise them that the Chamber was in default of its contractual agreement with the City of Miami and to reiterate the following recommendations made to improve the # format and content of the directory: 1. The directory information should be condensed and/or formatted in such a manner that only one page would be needed to describe each business. 2. The data provided on each business should be thorough and complete. The majority of businesses did not have complete information listed for them. Also, it was noted that the same classification of information was not listed for each business, thus preventing procurement agents from obtaining the necessary information required when seeking to contract with a minority vendor. 3. The document should be thoroughly proofread before final printing and distribution to avoid the numerous typographical and grammatical errors found in the copy. 4. The various funding sources should review and approve the document before the final printing and distribution of the document is completed. 5. The categorical listing of the businesses identified was not representative of the total number of minority businesses. We recommended that a minimum of three (3) businesses in each area should be identified so that procurement agents could compare the service capacity of the businesses in a given industry. Upon discussing with the Executive Commitee the amount of time that would be needed to complete the directory to incorporate these changes, the Committee requested that the terms of the agreement be extended to September 11 1984. On August 28th, a draft copy of the _ revised directory was submitted for review and approval. Although the requested changes and/or additions to the document had been completed, additional time was still needed to print and formally publish and distribute the directory. Therefore, it is recommended that the Commission extend the date for the publication of the Black Industrial Directory from September 1, 1984 to October 12, 1984. CG/MYA/ju Attachment
