(HTF), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EXTEND THE DUE DATE FOR GENERATING THE REQUIRED PROJECT REVENUE, IN THE AMOUNT OF $12,250, FROM SEPTEMBER 19 1984 TO DECEMBER 319 1984. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce, and =max; WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of sj. the City's economic development strategy; and WHEREAS, the City Commission is desirous of continuing the neighborhood economic development programs; WHEREAS, the City Commission passed Resolution No. 84- 275 on March 8, 1984 for the provision of services for economic development by the Haitian Task Force, Inc.; and WHEREAS, the contract agreement states in Article 5.5 that the "CONTRACTOR is required to generate funds in the amount of $12,250 by September 1, 1984..."; and V WHEREAS, the Haitian Task Force has only generated a approximately $5,000 and is requesting that the terms of Article t F 5.5 be extended to December 31, 1984. a s CITY COMMIS.-. ; MEETING f' OCT RESQWTIQN NQ. AMENDMENT An Amendment to a Contract Agreement dated March 1, 1984 between the City of Miami, hereinafter referred to as the "CITY", a municipal corporation of the State of Florida, and the HAITIAN TASK FORCE INC., hereinafter referred to as "CONTRACTOR", a corporate body fully organized and existing by virtue of the laws of the State of Florida as a non-profit corporation having its p principal office at 110 Northeast 62nd Street, Miami, Florida 33138. WHEREAS, the CITY is committed to economic development and the expansion of trade and commerce; and 1 'R WHEREAS, the City Commission passed Resolution No. 84-275 on { March 8, 1984 for the provision of services for economic development; and, WHEREAS, the contract agreement states in Article 5.5 that the "CONTRACTOR is required to generate funds in the amount of $129250 by September 1, 1984..." and, WHEREAS, the requirement to raise the specific amount of $12,250 is intended to assist the community based organization in becoming self-sufficient ; and, WHEREAS, the CONTRACTOR has only generated approximately $5,000.00 of the required $12,250; and, WHEREAS, the CONTRACTOR is requesting that the terms of Article 5.5 be extended to December 31, 1984; and WHEREAS, the CITY and the CONTRACTOR are in agreement to revise the terms of Article 5.5 in the Agreement; and 4i� ri n LA THEREFORE, in mutual consideration of the covenants made herein and in the agreement of which this is an Amendment, the parties hereto understand and agree as follows: That the Agreement between the parties, above stated, is hereby amended to extend the date at which time the required revenues to be generated by the CONTRACTOR, as stipulated in Article 5.5, are due from September 1, 1984 to December 31, 1984. It is further understood that the terms and conditions outlined under the original agreement of March 1, 1984 and all subsequent amendments thereto will remain in full force and effect without modification. At the March 8, 1984 City Commission meeting, the City Commission adopted Resolution No. 84-275 which authorized the City Manager to enter into a contractual agreement with the Haitian Task Force (HTF) for the continuation of a neighborhood economic development program in the Little Haiti community. As you are aware, one of the fiscal requirements for all community based organizations (CBOs) entering into an agreement with the City Of Miami is to identify and implement projects that will assist them in generating project revenue and thereby become self-sufficient. It is the City's objective to implement a three-year funding reduction program with each organization, which decreases the level of funding provided by the City and thereby assist the CBO in becoming a self- sufficient entity. Article 5.5 of the current contract agreement with the Haitian Task Force stipulates that "the Contractor is required to generate funds in the amount of $12,250 by September 1, 1984 from approved revenue generating projects." It further states that, "in the event that the Contractor fails to generate the above amount by September 1, 1984, this contract will be terminated and all outstanding unencumbered and unused monies will be returned to the City." Recently, the DED staff met with the contractor to ascertain how much revenue had been generated to date. As of September 61 1984, the contractor had generated approximately $5,000.00. The contractor indicated that the additional $7,250.00 would be generated by December 31, 1984. It is therefore recommended that the City Commission approve the attached resolution extending the date for generating the required revenue from September 11 1984 to December 31, 1984.
