RESOLUTION NO. 84--1155
A RESOLUTION DESIGNATING THE PROPOSED
MIAMI STADIUM PRESS BOX RECONSTRUCTION A
CATEGORY B PROJECT, AND AUTHORIZING AND
DIRECTING THE CITY MANAGER TO APPOINT A
SELECTION COMMITTEE AND APPOINTING A
CHAIRMAN THEREOF TO EVALUATE AND REPORT
ON THE CONSULTANT SUBMITTALS.
WHEREAS, an urgent need exists to renovate the press box at
the Miami Baseball Stadium; and
WHEREAS, it is necessary for the City to engage an
architectural/engineering firm to render professional services
for said project; and
WHEREAS, funding is available in the Miami Stadium
Enterprise Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The proposed Miami Stadium Press Box
reconstruction project is hereby designated as a Category B
project as defined by the City's Competitive Selection
Procedures.
Section 2. The City Manager is authorized and directed to
appoint a selection committee with Walter Golby hereby
appointed as Chairman thereof to evaluate submittals and
presentations made by interested consultants, and to identify the
most qualified firms in rank order, and to submit such findings
to the City Manager.
Section 3. The City Manager shall then submit a proposed
resolution to the City Commission approving the rank order of
qualified consultants, and authorizing the City Manager to enter
into negotiations according to established City procedures.

Section 4. The City Manager and his staff shall be
cognizant of the urgent need for the proposed project, and shall
take appropriate actions to expedite this selection process.

ENCLOSURES:
The City Commission has expressed the desire to renovate or replace
the existing press box at the Miami Baseball Stadium. As this
project is primarily architectural in nature, and beyond the
capabilities of the Department of Public Works, it is recommended
that a consultant be retained to study and design the needed im-
provements and to prepare plans and specifications for bidding.
The attached resolution designates this as being a category "B"
project as defined by the City's competitive selection procedures
and authorizes the City Manager to appoint a selection committee
to review and rank the submittals of interested consultants. Any
member of the Commission who so wishes may be included on the
selection committee. Funds for the project are available in the
Miami Stadium Enterprise Fund.

Attached is a.resolution for Commission action authorizing and
directing you to establish a selection committee to review and
report on consultants' submittals for the proposed reconstruction
of the Miami Stadium press box. A memo of transmittal is also
included.
The proposed project is primarily architectural in nature, and
beyond the present scope of this departments' activities. Mr.
Odio has been informed of this and with his concurrence, a public
notice has been placed in selected newspapers inviting consultants'
expressions of interest. This notice is to appear in the
newspapers September 13, with replies due by September 24.

TO SUBMIT LETTERS OF INTEREST IN RENDERING
PROFESSIONAL ARCHITECTURAL AND ENGINEERING
SERVICES FOR RECONSTRUCTION OF THE MIAMI
STADIUM PRESS BOX
Response shall be submitted by 11:00 A.M.
Monday, September 24, 1984
The City of Miami is soliciting Letters of Interest from
professional architectural and engineering firms to render
services for the preparation of plans and specifications for the
reconstruction of the press box of the Miami (baseball) Stadium,
located at 2301 N.W. loth Avenue, Miami, Florida.
Your Letter of Interest will be reviewed by a Selection Committee.
Experience in similiar design, qualifications of engineering
consultants, minority representation, and adequate staffing to
accomplish the assignment will be weighed heavily in evaluating
firms. After an initial screening at least three (3) qualified
firms will be,:requested to make a presentation to the Selection
Committee for further consideration. The Selection Committee
will recommend this rated list of consultants to the City Manager
and City Commission for final approval.
The fee for professional services will be negotiated with the
approved firm by a negotiating committee, 9nd the firm will be
required to enter into a formal agreement with the City of Miami.
If your firm is interested in providing thdbe professional
3 services, please submit a GSA Standard Form 254 and appropriate
brochures, showing your firm's ability and availability to
perform the required services for the City of Miami, to Donald W.
Cather, Director, Department of Public Works, 275 N.W. 2nd Street,
Miami, Florida 33128, by 11:00 A.M., Monday, September 24, 1984.

ADVERTISEMENT FOR BIDS
Sealed bids for construction of EDISON HIGHWAY IMPROVEMENT B-4494 will
be received by the City Manager and the City Commission of the City of
Miami, Florida at 11:00 a.m. on the 11th day of October, 1984 at the
City Commission chambers, first floor of the Miami City Hall, 3500 Pan
American Drive, Dinner Key, Miami, Florida 33133, at which time and

place they will be publicly opened and read.
Briefly, the project will include the construction of approximately 3.6

miles of streets in the area bordered by N.W. 62 Street, N.W. 71 Street,
N.W. 2 Avenue and N.W. 5 Court.
Construction will include the followin • clearing and grading,

construction of asphaltic pavement, concrete curbs and/or gutters,
concrete sidewalk, storm sewer facilities and landscaping. The
engineer's estimate for this project is $1,900.00. The project will be
divided into different phases, estimated as follows; Bid "A" - $2170000;
Bid "B" $640,000; Bid "C" $1,0439000. New requirements will allow
bidders to furnish a performance bond in accordance with resolution No.
84-423 and a bid bond in accordance with Resolution No. 84-873.

All bids shall be submitted in accordance with the Instructions to
Bidders and Specifications. The first set of plans and specifications
may be obtained free from the office of the Director, Department of
Public Works, 275 N.W. 2 Street (4th Floor), Miami, Florida, on or after
September 13, 1984. Additional sets may be obtained for a $30 deposit
for each set. Deposits will be refunded only upon return of plans and
specifications, unmarked and in good condition within two (2) weeks
after the opening of the bids.
Prospective bidders are alerted to the provisions of Ordinance No. 9775
regarding allocation of contracts to minority vendors. Those minority
or target area contractors/samll businesses Interested in submitting
bids are advised to contact Contractors Training and Development, Inc.,
5800 N.W. 7 Avenue, Suite 212, telephone 754-4903 or Allied Black
Contractors Association, Inc., 6118 N.W. 7 Avenue, telephone 758-4554,
if they require assistance in preparing their bid packages.
Proposal includes the time of performance, and specifications contain
provision for liquidated damages for failure to complete the work on
time.
The City Commission reserves the right to waive any informality in any
bid, and the City Manager may reject any or all bids, and readvert13e.
