A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED
$25,000 FROM SPECIAL PROGRAMS AND PCCOUNTS, CON-
TINGENT FUND, TO CULMER PRESS, INC. FOR THE PUR-
POSE OF TRAINING CITY OF MIAMI YOUTH IN JOURNAL-
ISM AND MEDIA SKILLS FOR A PERIOD OF SIX MONTHS;
SAID ALLOCATION BEING CONDITIONED UPON SUBSTAN-
TIAL COMPLIANCE WITH CITY OF MIAMI ADMINISTRA-
TIVE POLICY NO. AP14-1-84, DATED JANUARY 24, 1984;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT, IN A. FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH SAID AGENCY.
WHEREAS, the Culmer Press, Inc. has made a Special Funding
Request to the City of Miami for a training program for City of
Miami youth in journalism and media skills for the period of
October 1, 1984 through March 31, 1985; and
WHEREAS, on June 14, 1984, the City Commission passed Motion
No. 84-647 expressing its intent to allocate the amount requested;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $25,000 is hereby allocat-
ed from Special Programs and Accounts, Contingent Fund, to Culmer
Press, Inc. for the purpose of providing a journalism and media
skills training program for City of Miami youth for the period of
October 1, 1984 through March 31, 1985.
Section 2. The herein allocation is conditioned upon substan-
tial compliance with City of Miami Administrative Policy No.
APM-1-84, dated January 24, 1984.
Section 3. The City Manager is hereby authorized to execute
an Agreement, in a form acceptable to the City Attorney with said
organization, to implement the journalism and media skills training
program.

It is recommended that the City Com-
mission approve an allocation not to
exceed $25,000 from Special Programs
and Accounts, Contingent Fund, in sup-
port of the Culmer Press, Inc. journal-
ism and media skills training program
for the period October 1, 1984 through
March 31, 1985. This resolution formal-
izes Motion 84-647 passed by the City
Commission on June 14, 1984.
The City Commission, at its meeting of June 14, 1984, expressed
its intent to provide support to Culmer Press, Inc. in an amount
not to exceed $25,000 for the purpose of providing a journalism
and media skills training program for City of Miami youth by
passing Motion No. 84-647.
The Organization will provide this training to 75 City of Miami
junior and senior high school students. The students will also
participate in writing the monthly newsletter "The Culmer Press."
It is recommended that a sum not to exceed $25,000 be allocated
from Special Programs and Accounts, Contingent Fund, for the period
October 1, 1984 through March 31, 1985. It is further recamumended
that this be a non -recurring allocation.
The attached resolution formalizes Motion 84-647 passed by the City
Commission on June 14, 1984, subject to compliance with APM-1-84.

designed to train inner city youth in journalistic and media skills
necessary to communicate and inform.There are approximately seventy
