A RESOLUTION ACCEPTING THE BID OF HANCOCK BUS
SALES, INC. FOR FURNISHING TWO (2) PRISONER
TRANSPORT VEHICLES TO THE DEPARTMENT OF
BUILDING AND VEHICLE MAINTENANCE AT A TOTAL
COST OF $66,930.00; ALLOCATING FUNDS THEREFOR
FROM THE LAW ENFORCEMENT TRUST FUND;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
PURCHASING AGENT TO ISSUE THE PURCHASE ORDER
FOR THIS EQUIPMENT, TO BE USED BY THE POLICE
DEPARTMENT.
WHEREAS, pursuant to public notice, sealed bids were
received August 31, 1984 for the furnishing of Two (2) Prisoner
Transport Vehicles, on a short-term contract basis until final
acceptance, to the Department of Building and Vehicle Maintenance
for use by the Department of Police; and
WHEREAS, invitations were mailed to 39 potential suppliers
and 3 bids were received; and
WHEREAS, funds for this purchase are available in the Law
Enforcement Trust Fund; and
WHEREAS, this equipment will be used by the Department of
Building and Vehicle Maintenance for the purpose of providing new
automotive vehicles to the Police Department for use at major
(riot) crime scenes and for mass arrests; and
WHEREAS, the City Manager, Police Chief and the Director of
the Department of the Building and Vehicle Maintenance recommend
that the bid received from Hancock Bus Sales, Inc. be accepted as
the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The August 31, 1984 bid of Hancock Bus Sales,
Inc. for furnishing Two (2) Prisoner Transport Vehicles, on a
short-term contract basis to the Department of Building and
Vehicle Maintenance for use by the Department of Police at a
total cost of $66,930.00 is hereby accepted with funds therefor

Section 2. That the City Manager is hereby authori2ed to
instruct the Purchasing Agent to issue a Purchase Order for this
equipment.

Ordinance No. 9775 established a goal of Awarding 50% of the City's
total dollar volume of all expenditures for All Goods and Services
to Black and Hispanic Minority Business Enterprises on an equal basis.
Minority Vendors who are interested in submitting bids and who are not
registered with the City as minority vendors are advised to contact
the City Purchasing Office, 1145 N.W. llth Street, Roan 126, Telephone
579-6380.
Detailed specifications for the bid are available upon request at the
City Purchasing Office.
The City Manager may reject all bids and readvertise.

TENANCE RECOMMENDS THE ADOPTION OF A RESOLU-
TION ACCEPTING THE FOLLOWING BID FOR FURNISH-
ING TWO PRISONER TRANSPORT VEHICLES: BID OF
HANCOCK BUS SALESt INC. AT A TOTAL COST OF
66, 30.00.
Three bids were received to furnish two prisoner transport
vehicles for use in the Police Department.
These units will be used in the event of a mass arrest by
the Police Department.
Of the bids received the Department of Building and Vehicle
Maintenance recommends the lowest bid of Hancock Bus Sales, Inc.
Funds for this purchase are available in the Police Department's
Law Enforcement Trust Fund.

BID EVALUATIONS The bid of .southern Coach of Ocala was
eterm ned "non -responsive" due to bidder's failure to
provide detailed information regarding specifications
compliance as required. Other bids meet all specifications
except as regards mileage on deliverys both bidders required
drive -away delivery which exceeds the 20 mile limit
stipulated. Award is recommended to the lowest bidder,
Hancock Bus Sales, Inc. Following is an analysis of the

CHASSIS:
Cowl to be included, and wheel base approximately 218" for the
mounting of a school but type body designed for approximately
54 passengers.

BODY:
Shall be a school bus type body of standard production and of
proper size to fit chassis as specified above. Unit to have
all equipment needed to meet state and federal specifications
regarding bus body construction and be designed with the follow-
ing special features: No passenger seats, tinted lexan type
passenger windows, overall length not to exceed 40 ft., height
125", and inside height not less than 76". Two interior ceiling
mounted grab rails each running the length of the passenger area
and one grab rail on each side of each passenger compartment
waist high. Interior overhead dome lights to adequately light
each compartment and each light to be protected from vandalism.
Provisions for outside ventilation to be provided by use of
four roof top power vents. Vents to be protected from vandalism.
Body to be fully insulated. Floor insulation to be plywood over
steel with non -slip rubber type covering. Large 7" stop, tail,
and signal lights, with side turn indicators.
SECURITY
SCREENING: Of "Expanded Steel", It" maximum opening, with steel reinforce-
ment framing of a guage and thickness that will prevent any
attempt to deform, distort or remove it. This screening shall
be installed as described below and in the attached drawings.
1. Lengthwise, floor to ceiling, bisecting the
interior length of the bus to within 36" of
rear, creating separate left and right passenger
compartments. (See drawings 1-and 2).
2. Guard's area, right side to middle, floor to calling
containing doors making unauthorized access to the
driver or to the outside door impossible.
(See drawing #1).
3. Inside the passenger compartments making access to
