HomeMy WebLinkAboutR-84-1100J-84-993 . * RESOLUTION NO. 84"410 A RESOLUTION APPROVING, IN PRINCIPLE, THE MOTION PASSED AT THE SEPTEMBER 19, 1984 MEETING OF THE CITY OF MIAMI INTERNATIONAL TRADE AND DEVELOPMENT COMMITTEE (ITDC), A THIRTY MEMBER ADVISORY COMMITTEE TO THE CITY MANAGER WHOSE PRINCIPAL OBJECTIVE IS TO ADVISE THE CITY OF MIAMI ON THE DEVELOPMENT OF A FIVE-YEAR INTERNATIONAL TRADE PROMOTION STRATEGY, RECOMMENDING THAT THE COMMISSION OF THE CITY OF MIAMI REAFFIRM THE POSITION THAT IT TOOK ON SEPTEMBER 7, 1983 WHEN THE CITY COMMISSION ADOPTED MOTION NO. 83-777 EXPRESSING STRONG OPPOSITION TO THE STATE'S UNITARY TAX; DIRECTING THE CITY CLERK TO WORK CLOSELY WITH THE DEPARTMENT OF ECONOMIC DEVELOPMENT IN DISSEMINATING, AS SOON AS POSSIBLE, THIS RESOLUTION ALONG WITH A COVER LETTER FROM THE ITDC CHAIRMAN AND A COPY OF THE LIST OF ITDC MEMBERS, TO THE GOVERNOR, SPEAKER OF THE FLORIDA HOUSE, PRESIDENT OF THE FLORIDA SENATE AND THE DADE COUNTY LEGISLATIVE DELEGATION. WHEREAS, the City of Miami Commission is committed to economic development and the expansion of trade and commerce; and =� WHEREAS, the City Commission is concerned that if the state's Unitary Tax is adopted as law, it would cause corporations not to move into the state, would curtail the expansion of those _# firms that are already in the state, and further would cause companies to leave the state, therefore eliminating many Jobs; and WHEREAS, at the September 79 1983 City Commission meeting, Motion No. $3-777 was adopted which expressed the City's strong opposition to the Unitary Tax while at the same time, favoring the Governor's educational bill and hoping that substitute ways may be found for financing such a program; and WHEREAS, media reports have indicated that the leaders of the Florida House and Senate have announced that the tax would be repealed at a special two-day session of the Legislature beginning December 6, 1984, and that as an alternative to this tax they favor raising the state's corporate income tax; CI''Y coM sSIQ Y METING OF OCT 14 VP :SOLUTION INC. Motifti NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Motion passed at the September 19, 1984 meeting of the City of Miami International Trade and Development Committee (ITDC) a thirty -member advisory committee to the City Manager whose principal objective is to advise the City of Miami on the development of a five-year international trade promotion strategy, recommending that the Commission of the City of Miami reaffirm the position that it took on September 7, 1983 when Motion No. 83-777 was adopted expressing strong opposition to the State's Unitary Tax is hereby approved in principle. Section 2. The City Clerk is hereby directed to work closely with the Department of Economic Development in disseminating, as soon as possible, this resolution, along with a cover letter from the ITDC Chairman and a copy of the list of ITDC members, to the Governor, Speaker of the Florida House, President of the Florida Senate and the Dade County Legislative delegtion. He will be seeking supportive resolutions from the City Commission on matters related to the repeal of the Unitary Tax, the postponement of the effective date of Federal Aircraft Noise Regulations FAR 36/FAR 91E until January 1, 1988, the creation of an International Business Center in the City of Miami and the recruitment of the 3rd Annual National League of Cities Trade and Development Conference.
