_ A RESOLUTION RATIFYING, CONFIRMING, AND
APPROVING THE ACTIONS OF THE CITY MANAG-
ER IN EXECUTING THE ATTACHED AGREEMENT
WITH THE OVERTOWN ECONOMIC DEVELOPMENT
CORP., INC. FOR A GRANT FOR THE OVERTOWN
COMIN' ALIVE FESTIVAL; ALLOCATING AN
AMOUNT NOT TO EXCEED $16,534 FROM SPE-
CIAL PROGRAMS AND ACCOUNTS, CONTINGENT
FUND, TO THE OVERTOWN ECONOMIC DEVELOP-
MENT CORP., INC.7, IN CONNECTION WITH THE
_ FOURTH ANNUAL OVERTOWN COMIN' ALIVE
FESTIVAL; FURTHER ALLOCATING AN AMOUNT
-- NOT EXCEED $502.25 FROM SPECIAL PROGRAMS
AND ACCOUNTS, QUALITY OF LIFE FUND, FOR
FEE WAIVERS IN CONNECTION WITH SAID
EVENT; AND FURTHER PROVIDING A TOTAL
-= AMOUNT NOT TO EXCEED $16,969.20 IN IN -
KIND SERVICES FOR SAID EVENT FROM THE
OPERATING BUDGETS OF THE DEPARTMENTS OF

RECREATION; SAID ALLOCATION BEING CON-
DITIONED UPON SUBSTANTIAL COMPLIANCE
WITH CITY OF MIAMI ADMINISTRATIVE POLI-
CY NO. APM-1-84, DATED JANUARY 24, 1984.
WHEREAS, the City Commission, by Motion No. 84-1049 of
September 20, 1984 expressed its intent to provide a $16,534 cash
grant plus in -kind services to the Overtown Economic Development
Corp., Inc. for the Fourth Annual Overtown Comin' Alive Festival
to be held on November 2, 3, and 4, 1984; and
WHEREAS, said in -kind services amount to $502.25 in fee
waivers and $16#969.20 in services; and
WHEREAS, the City Manager, in order to provide the Overtown
Economic Development Corp., Inc. with an advance to pay for the
publicity for the event, executed the attached agreement with
said organization stipulating the terms of the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The actions of the City Manager in executing the
attached agreement with the Overtown Economic Development Corp.,
Inc. are hereby ratified, approved and confirmed.

Section 2. An amount not to exceed $16#534 is hereby allo-
cated from Special Programs and Accounts, Contingent Fund, to the
Overtown Economic Development Corp., Inc. for the Fourth Annual
Overtown Comin' Alive Festival to be held Novemt)er ?., 3, and 4, 1984.
Section 3. An amount riot to exceed $502.25 is further
hereby allocated from Special Programs and Accounts, Quality of
Fund, for fee waivers provided in connection with said event.
Section 4. An amount not to exceed $16,969.20 is further
hereby provided for in -kind services from the operating budgets
of the Departments of Police, Fire, Solid Waste and Parks and
Recreation as follows: Police, $12,698; Fire, $2,320; Solid
Waste, $1,500; Parks and Recreation, $451.20.
Section 5. The herein allocation is conditioned upon sub-
stantial compliance with City of Miami Administrative Policy No.
APM-1-84, dated January 24, 1984.
PASSED AND ADOPTED this 25th day of October , 1984.

ENCLOSURES.
Attached is a recommendation and legislation submitted by the Department of Parks
and Recreation in connection with a funding request from the Overtown Economic
Development Corporation for the 4th Annual Overtown Comin' Alive Festival to be
held on November 2, 3, and 4, 1984.
This event will present many cultural and recreational activities, including a
beauty pageant, a parade, musical performances, art exhibits and sports events.
It is estimated that approximately 60,000 people will attend this three-day
event.
On September 20, 1984, the City Commission passed Motion No.84-1049 expressing
its intent to provide a cash grant plus in -kind services for this festival.
The attached resolution, which allocates $16,534 in cash, $502.25 in fee waivers
and $16,969.20 in services, formalizes Motion 84-1049.
We are taking steps to have the agreement executed prior to the passage of the
legislation so that funding for the event may be provided on a timely basis.
It is our understanding that this item may be taken up as a pocket item at —
the October 25, 1984 Commission meeting. —

"It is recommended that the Overtown

$17,471.50 in fee waivers and in -
kind services in connection with the
4th Annual Overtown Comin " Alive
Festival to be held on November 2,
3 and 4, 1984, formalizing Motion
No. 84-1049, and that the execution
of the agreement be ratified and
approved, per the attached resolution."
The City Commission by Motion No. 84-1049 f September 20, 1984,
expressed its intent to provide a $16,534 Sash'grant plus in -kind
services amounting to $502.25 in fee waivers and $16,969.20 in
services to the Overtown Economic Development Corp., Inc. for the
Fourth Annual Overtown Comin' Alive Festival to be held November
21 3 and 4, 1984.
This three day event will present many cultural and recreational
