Following is a summary of actions taken to date by the City Commission
with regard to the allocation of FY 1984-85 Federal Revenue Sharing funds
to social service agencies. Initially, $925,515 was appropriated.
September 13. 1984
At its meeting of September 13, 1984, the City Commission adopted Resolution
84-1030 which allocated $677,979 of 1984-85 Federal Revenue Sharing funds to
the following existing social service agencies providing food, medical and
related services:

The City Commission also adapted Resolution 84-1031 which provided a 1/12
allocation of $50,622 to existing F.R.S./Contingent Fund social service
agencies which did not meet the service category priorities established
by the Commission. These agencies include:

It should be noted that the Haitian -American Community Association is inclu-
ded in both allocations. The food component of the agency was funded on a
12-month basis and the legal assistance component at a 1/12 level.
As you are aware, a total of $925,515 of 1984-85 F.R.S. funds was appropriated
for social service programs. To date, $728,601 has been allocated, leaving a
balance of $196 ,914. At its September 13 meeting, however, the Commission
also passed a motion directing the administration to identify an additional
$250,000 to be allocated to social service agencies. The additional allocation
would increase the balance available to social service agencies to $446,914.
October'10, 1984
At the October 10, 1984 meeting, the Commission passed motions expressing
their intent to make 1/12 allocations to four (4) agencies that have not
previously received Federal Revenue Sharing funds. Three (3) of these agen-
cies, the Puerto Rican Opportunity Center, the InterAmerican Chamber of Commerce,
and Senior Centers of Dade County, were funded through the Community Development
Jobs Bill supplement on a one-time basis through September 30, 1984. The

fourth agency, 8elafonte Tacolcy Economic Development Corporation, has not
previously received Federal Revenue Sharing or Community Development funds.
All three (3) agencies have submitted requests for funding for one year.
Based on this action, these agencies would receive the following allocations
from the F.R.S. fund balance:

If the City Commission adopts legislation effectuating the intent of these
motions, the balance available to social service agencies would be reduced
from the aforementioned $446,914 to $408,999.
Other Existinq Programs
The following existing F.R.S./Contingent Fund agencies had been recommended
by staff to be continued at their 1983-84 levels, however, sufficient funds
would not be available from the current appropriation with the commitments
to date:

At the October 25, 1984 meeting, the City Commission suspended the scheduled
agenda and carried it over to the next Commission meeting. As a result of
this action, the above agencies, which were funded on a 1/12 basis, were left
in a precarious situation in that City funding for these agencies was for the
period October 1-31, 1984. These agencies have been advised by staff that,
pending further legislative action taken by the Commission, the City's fund-
ing commitment to the projects runs through October 31, 1984. Staff further
advised the agencies that any project continuing operations beyond that date
would do so with the understanding that it may have to absorb the costs
incurred for the subsequent period if the Commission does not allocate addi-
tional funds.
New Requests:
Staff has also received $797,905 of new requests from agencies which did not
receive F.R.S./Contingent Funds in 1983-84. These agencies are:

It is also our understanding that Senior Centers of Dade County is also request-
ing F.R.S. funds. However, as of this date, staff has not received a proposal
from this agency.
Due to a lack of funds, it was recommended that no new agencies be funded during
FY 1984-85.
