A RESOLUTION APPROVING THE ISSUANCE OF
INDUSTRIAL DEVELOPMENT REVENUE BONDS IN AN
AMOUNT NOT TO EXCEED $20,000,000 TO BE USED
FOR THE CONSTRUCTION OF THE BAYSIDE SPECIALTY
CENTER PARKING GARAGE TO BE LOCATED ON
CITY -OWNED PROPERTY ADJACENT TO MIAMARINA _
BOUNDED BY BISCAYNE BOULEVARD ON THE WEST,
PORT BOULEVARD ON THE NORTH, BISCAYNE BAY ON
THE EAST AND BAYFRONT PARK ON THE SOUTH.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The issuance of industrial development
revenue bonds by the City of Miami, Florida, in an amount not to
exceed $20#000,000 to be used for the construction of the Bayside
Specialty Center parking garage to be located on City -owned
property adjacent to Miamarina bounded by Biscayne Boulevard on
the west, Port Boulevard on the north, Biscayne Bay on the east
and Bayfront Park on the south, is hereby approved and this
approval shall be deemed to be the public approval required by
Section 103(k) of the Internal Revenue Code of 1954, as amended.
Section 2. This resolution shall be in full force and
effect immediately upon its adoption.

Wednesday, October 31, 1984, at 3:00 pm to discuss the following

1. Resolution approving the issuance of Industrial Develop—

for the construction of the Bayside Speciality Center
Parking Garage.
2. Resolution approving settlement of the Gates Case and
other pension related litigation.

It is recommended that the City Commission
approve the issuance of industrial development
revenue bonds in an amount not to exceed

West, Port Boulevard on the North, Biscayne Bay
on the East and Bayfront Park on the South.
The tax Equity Fiscal Responsibility Act of 1982 (T.E.F.R.A.) provides that
Industrial Development Bond issues must be approved by the City prior to issuance
following a public hearing. The attached resolution implements the Bond
Inducement Resolution adopted by the City Commission October 10,1984 and meets the
requirements of law.
It is recommended that the Commission approve this issuance of Industrial
Development Bonds in an amount not to exceed $20,000,000.

NOTICE OF PUBLIC HEARING
A public hearing will be heid at a special meeting of the
Commission of the City of Miami, Florida, on Wednesday,
October 31, 1984, at 3:00 P.M. in the City Commission Chambers at
City Hall, 3500 Pan American Drive, Miami, Florida, to discuss
its intention to issue Industrial Development Revenue Bonds in an
amount not to exceed $20,000,000 for the construction of a not
less than 1200 space parking garage as part of the Bayside
Specialty Center to be located on City -owned property adjacent to
Miamarina and bounded by Biscayne Boulevard on the west, Port
Boulevard on the north, Biscayne Bay on the east and Bayfront
Park on the south.
_ Proceeds of the bond sale are proposed to be loaned to
,> Bayside Limited Partnership, Owner and Developer of the Bayside
Specialty Center Parking.Garage, for the construction of the
e: parking garage on said property.
This notice is being published in compliance with Section
s
103(k) of the Internal Revenue Code of 1954, as amended, and the
regulations promulgated thereunder. Anyone having an interest in
}
the matter may attend the public hearing to give his comments.
Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this hearing,
that person shall ensure that a verbatim record of the pro-
ceedings is made, including all testimony and evidence upon which
any appeal may be based.
